但是cafa要网上先申请，而且写了护照有效期6个月以上才办。
而大使馆网页上写了有效期一年内都可以办。
我护照有效期还有4个月是不是那天早上直接去unc gerrard hall就行了？还是必须通

为减轻外州侨胞本人亲赴华盛顿申请办理中国护照和旅行证的不便，中国驻美国大
使馆根据工作安排，适时赴外州受理中国护照、旅行证颁发申请。外地办证重点解决面
谈环节，申请人需在面谈后将办证所需材料邮寄到大使馆签证处，证件办妥后可由大使
馆签证处邮回。
一、受理范围
外州办证仅受理中国护照正常换发和旅行证颁发申请。正常换发是指护照将于近期
（有效期一年内）失效或签证页即将用完申请换发。如您的护照已过期但仍有合法美国
居留身份，也可申请正常换发。
因中国护照遗失或损坏申请新护照、持因公护照换发因私护照等属于非正常换发申
请，不属于外州办证范围。外州办证亦不受理签证、公证认证等申请。
二、办理步骤
1、申请人本人向领事提交申请材料，不可交由他人代办；
2、领事面谈并初步审核申请材料，在申请材料上加盖受理章并签字；
3、申请人自行将经过领事审核的申请材料邮寄至大使馆签证处。
4、领事在审核过程中可能要求申请人补充材料或拒绝办理。
三、申请材料
（一）中国护照换发
1、填妥的《中华人民共和国护照/旅行证/海员证/回国证明申请表》一份；
注：尤其要认真填写否具有外国国籍、是否持有外国护照栏，并在表格相应位置
签署中文姓名。联系电话和在美居住地址一定要写全，提供的电话号码要真实、有效。
需要办理护照加注的，要在申请表上“姓名加注”一栏准确填写拟加注的姓名。
2、护照相片三张。具体要求如下：
（1）小二寸(48mmX 33mm)，彩色近照（半年内）。
（2）背景为白色。
（3）头部正面(头部宽度21mm—24mm,长度28mm—33mm)、无帽饰，眼镜不能反光，
头像居中，面目清晰，眼睛、面部及头像后部不能有阴影，两耳不能被头发遮住。
（4）照片不能太暗或太亮，不能有污迹、划痕或拆痕。
（5）照片不得经软件修饰、不得使用非专用相纸打印。
（6）请勿在照片背面写名字。
注：相片不合格是我馆外州办证遇到的最主要问题。如寄来的相片不合格，我馆将
不得不联系申请人补寄，申请人用平信邮来的补寄材料又易丢失，时常延误证件的及时
制作。
3、护照原件。
4、护照相关复印件，包括带照片资料页、曾办理过加注或延期页、最近一次来美
签证页以及最近一次出境中国和入境美国验讫盖章页；
5在美国合法居留证明原件和复印件。取得美国绿卡者，提交绿卡原件和复印件。
未取得绿卡者，需提供有效居留签证原件和复印件，或提供移民局批准签证延期或调整
身份的证明信原件和复印件（如I-20表等）。
注：护照原件应连同申请材料邮寄给我处。但美国绿卡或其他合法居留证明原件，
由领事在办证现场查验并在复印件盖章后退还给申请人，无需邮寄。
（二）在美国境内出生、具有中国血统的儿童赴华申办旅行证
1、填妥的《中华人民共和国护照/旅行证/海员证/回国证明申请表》一份，必须填
妥儿童的中文名字，申请表可由儿童父母代为填写，并同时签署儿童父母双方中文姓名；
2、小2寸彩色近照3张（照片标准）；
3、儿童出生证原件及复印件；
4、儿童外国护照原件及带照片资料页复印件（如有）；
5、父母双方均在美国境内的，提供双方有效中国护照原件及带照片资料页复印件
、双方在美合法居留证明原件（如美国工卡、I-20表、长期有效签证等）及复印件；
6、父母一方在中国境内的，提供在美一方有效中国护照原件及带照片资料页复印
件、在美合法居留证明原件（如美国工卡、I-20表、长期有效签证等）及复印件，以及
在中国一方有效中国护照带照片资料页复印件、户口本相关资料页复印件或居民身份证
复印件；
7、如儿童父母一方办理的，需提供另一方签署并经当地公证机构（如在中国境内
，须由中国公证机构公证）公证的同意由配偶为该儿童办理旅行证赴华的书面声明。
注：儿童曾办理过旅行证的，应将原旅行证一并寄回注销。但儿童的美国护照原件
、出生证原件、儿童父母中国护照及在美合法居留证明原件无需邮寄给我馆。
（三）香港、澳门、台湾同胞申请旅行证
1、填妥的《中华人民共和国护照/旅行证/海员证/回国证明申请表》一份；
2、小2寸彩色近照3张（照片标准）；
3、香港、澳门、台湾旅行证件原件及复印件（复印带照片资料页）；
4、来美签证或在美国居留证明原件及复印件（如美国“绿卡”、I-20表等）。
四、邮寄须知
（一）您的申请通过审核后，请于两周内将有关申请资料和费用寄给大使馆签证处
，过期将不接受该项邮寄申请。
除申请材料外，请务必提供填妥地址、预付邮费的回邮信封，签证处将用该回邮信
封把做好的证件邮寄给申请人。注意回邮信封上寄件人地址与收件人地址均应填写申请
人地址，而非大使馆签证处地址。每份邮件回邮服务收取5美元手续费（非回邮邮资）
，可与证件申请费一起交纳，付费请使用Money Order或Cashier's check，抬头写
Chinese Embassy。
证件申请费：护照正常换发：55美元；旅行证：25美元；姓名加注：10美元；回邮
服务费：5美元。
收费举例:
两个人正常换发护照，使用同一邮包寄往大使馆，费用为55×2+5=115美元；
一个人同时办理护照换发和护照姓名加注，费用应为：55+10+5=70美元；
如父母双方均办理护照换发，同时两名子女办理旅行证，使用同一邮包寄往大使馆
，相关费用应为55X2+25X2+5=155美元。
注：如以Money Order支付，抬头须写明给“Chinese Embassy”，申请人须签名，
金额务必准确。
提供的回邮信封，一定要提供准确的地址，并预付回邮邮资费用。
（二）大使馆签证处邮寄地址：

（三）请在信封上显著位置用中文写上“证件申请”字样。
如仅寄至“Chinese Embassy”、未写明“证件申请”，大使馆签证处将有可能拒
收邮件。
（四）建议申请人使用FedEx Express快递服务（与我处有较为完备的签收手续）
。其他快递服务均发生过邮寄丢失、投递不及时、需我处联系再投递等问题。
（五）如邮件在邮寄过程中丢失，大使馆不承担责任。
五、办证时间
正常情况下，自收到申请人邮寄申请资料之日算起，中国护照将在２个月内办妥寄
出，旅行证将在１个月内办妥寄出。
由于申请人资料不全或邮寄服务等原因,证件办理及邮寄将可能适当延后。
外地办证恕不受理急件申请。如急需证件，建议申请人亲自来大使馆签证处办理。

To process the applications in an orderly and efficient manner, Chinese
passport replacement / travel document applicants need to submit an online
