一、学校、学院简介
电子科技大学是国家“985工程”、“211工程”重点建设的教育部直属重点大学,坐落
于有“天府之国”和“熊猫故乡”之称的西部经济、文化、交通中心——四川省成都市
。为加快高水平研究型大学建设进程,增强原始创新能力,提升整体基础研究水平和学
术影响力,电子科技大学于2014年成立了基础与前沿研究院(以下简称基础院)。
基础院以基础理论与实验基础研究为主,以现有优势学科为支撑,将成立6-10个研究中
心,围绕电子科学与技术、生物医学工程、材料科学与工程、物理学、数学、化学等领
域的共性基础理论开展研究。
作为学校特别筹建的“学术特区”, 基础院希冀汇聚海内外从事基础研究的优秀人才
,为大师学者和青年才俊搭建国际化的学术平台。基础院采用与国际接轨的科研组织管
理模式(PI制),为到岗的科研人员提供优厚的薪酬待遇和完善的保障,确保教师能有
自由空间以最大限度发挥创造力。因发展需要,基础院常年面向全球公开招聘专任教师
和研究人员。
二、招聘岗位
1. “海外高层次人才引进计划”教授岗位(含长期项目、短期项目、青年千人计划项
目和外专长期项目、外专短期项目)
2. 长江学者特聘教授岗位
3. 教授岗位(国家杰出青年科学基金、优秀青年科学基金、青年拔尖人才和全国百篇
优博获得者)
4. 全职博士后
三、应聘条件和待遇
1. “千人计划”长期项目
一般应在海外取得博士学位,不超过55岁;在海外知名高校、科研院所或国际知名企业
担任正教授或相当职务;引进后需全职回国工作,连续工作至少3年。
中央财政给予每人人民币100万元的一次性补助(免税)。
2. “千人计划”短期项目
国家科技、产业发展和学科建设急需、紧缺领域的领军人才或学术带头人,一般应在海
外取得博士学位,不超过55岁;在海外知名高校、科研院所或国际知名企业担任正教授
或相当职务;每年在国内工作不少于2个月,连续工作至少3年。
中央财政给予每人人民币50万元的一次性补助(免税),实行月薪制。
3. “青年千人计划”项目
在海外知名高校取得博士学位,并有3年以上的海外科研工作经历,年龄不超过40周岁
;申报时在海外知名高校、科研机构或知名企业研发机构有正式教学或科研职位;为所
从事科研领域同龄人中的拔尖人才,有成为该领域学术或技术带头人的发展潜力;引进
后需全职回国工作。
中央财政给予入选者每人人民币50万元的一次性补助,国家提供科研经费补助100-300
万元。
4. “外专千人计划”长期项目
应为非华裔外国专家,符合“千人计划”引才标准(引进后至少连续来华工作3年,每
年不少于9个月);申报时,不超过65岁。
中央财政给予每人人民币100万元的一次性补助,并根据工作需要提供总计300万-500万
元科研经费补助。国家外国专家局根据“外专千人计划”专家在华工作年限给予适当补
助,专项用于提高其医疗、养老保障水平。在出入境、居留、医疗、保险、住房、税收
、薪酬等方面享受“千人计划”特定政策和待遇。
5. “外专千人计划”短期项目
应为非华裔外国专家,引进后要求在国内连续工作3年以上、每年不少于2个月。考虑到
外国专家的实际情况,申报人年龄可放宽到65岁。
“外专千人计划”短期项目入选者,按《“千人计划”短期项目实施细则》(组通字〔
2010〕29号)享受相应待遇。国家外国专家局按《“千人计划”高层次外国专家长期项
目工薪补助办法(暂行)》(外专发〔2012〕46号)提供相应工薪补助。
6. “长江学者”特聘教授
一般应具有博士学位,年龄不超过45周岁;国内应聘者应担任教授或其他相应职位,聘
期内全职到校工作;海外应聘者一般应担任高水平大学副教授及以上职位或其他相应职
位,应在签订聘任合同后一年内全职到岗工作。
聘期内(5年)中央财政给予每人每年20万元人民币的奖金。
7.“长江学者”讲座教授
一般应担任海外高水平大学教授职位或其他相应职位;学术造诣高深,在本学科领域具
有重大影响,取得国际公认的重大成就;每年在国内工作不少于2个月。
聘期内(3年)中央财政按实际工作时间给予每人每月3万元人民币的奖金,实行月薪制。
8. 青年拔尖人才
获得博士学位,年龄不超过35周岁;在自然科学重点领域崭露头角,获得国际国内较高
专业成就及荣誉称号,有一定的社会影响。
中央财政对入选计划的青年人才给予120-240万元经费支持。
9. 博士后
博士毕业一年以内,年龄不超过40周岁,有学术发展潜力,已在国际高水平期刊发表成
果者优先。
年薪20万起,对于高水平成果将给予额外奖励。
基础与前沿开放基金支持
除享受国家、中央财政相应待遇外,以上各岗位均实行年薪制(千人计划短期项目和“
长江学者”讲座教授实行月薪制),具体薪酬面谈。学校根据各人才计划入选者实际工
作需要,提供杰出人才配套经费及办公、实验场地。基础院将视具体情况从“基础与前
沿研究开放基金”中提供额外支持,资助数额面谈。

Job Openings for Global Talents —— Institute of Fundamental and
Frontier Sciences , University of Electronic Science and Technology of
China
1. Introduction to the university and the institute
Located in Chengdu, known as the land of abundance and home of the panda,
the economic, cultural and transportation center of West China, University&
nbsp;of Electronic Science and Technology of China(hereinafter to be
referred as UESTC) is one of the key national
universities sponsored by the national “Project 211” and “Project
985” directly under the Ministry of Education. To accelerate the building
of high-level research-based university, strengthen the ability of original
innovation and improve the overall fundamental research level and academic
influence, UESTC established the Institute of Fundamental and Frontier
Sciences (hereinafter to be referred as IFFS).
Supported by preponderant disciplines with a focus on basic theory and
experimental fundamental research, IFFS will set up 6-10 research
centers and carry out theoretical or fundamental research focusing on
electronics science and technology, biomedical engineering, materials
science and engineering, physics, mathematics, chemistry and other
fields.
As the “academic special zone” founded by UESTC, IFFS wishes to gather
top talents both home and abroad to set up an internationalized platform for
scholars and researchers as well as for the promising young students. In
terms of the scientific research management mode, IFFS adopts the Principal
Investigator (PI). With this mode, IFFS will provide the researchers
competitive salary and perfect welfare guarantee so that they are
able to bring into full play of their maxim creativity. Due to the
development needs, IFFS is providing open rank tenure-track faculty
positions for global top talents.
2. Positions
1) “Overseas Top Talents Plan” professors (including
Long-term Program and Short-term Program for 1000 Talent Plan, Global Youth
Experts Program, Long-term Foreign Expert Program and Short-term
Foreign Expert Program )
2) Chair Professors of Yangtze River Scholar Program
3) professors (Winner of the National Science Fund for
Distinguished Young Scholars, Science Fund for Outstanding Young
Talents, Young Talent Support Program and national 100 excellent
doctoral dissertation)
4) Full-time postdoctoral positions
3. Requirements and benefits
1) 1000 Talent Plan (Long Term)
Requirements and Responsibilities
A.The candidate is supposed to gain his or her doctorates degree from
foreign institutes and should be under the age of 55;
B.The candidate should also be holding full-time teaching or research
position in renowned universities, research institutions, or R&D departments
in famous overseas enterprises;
C.The candidate should be capable of working for at least 3 consecutive
years after the application is approved.
Compensation and benefits
A lump-sum subsidy of ¥1,000,000 will be provided by the central
budget (tax exemption).
2) 1000 Talent Plan (Short Term)
Requirements and responsibilities
A.The candidate should be leading personnel or academic leaders badly
needed in areas like science and technology, industry development and
discipline construction;
B.He or she is supposed to gain his or her doctorates degree from foreign
institutes and should be under the age of 55;
C.The candidate should also be holding full-time teaching or research
position in renowned universities, research institutions, or famous
enterprises;
D.Able to work for at least 2 months at home every year and able to work for
at least 3 consecutive years after the application is approved.
Compensation and benefits
Lump-sum subsidy of of ¥500,000 will be provided by the central
budget (tax exemption). The wage will be paid monthly.
3) Global Youth Experts Program
Requirements and responsibilities
A.The candidate is supposed to gain his or her doctorates degree from
foreign institutions with over 3-year working or research experience abroad;
B.They should be under the age of 40;
C.The candidate should also be holding a full-time teaching or research
position in renowned universities, research institutions, or R&D departments
in famous overseas enterprises at the time of application;
D.The candidate should be outstanding talent among the peers in his or her
research fields and possess great potential to be academic and
technology leaders;
E.The candidate should be able to work full time at home after the
application is approved.
Compensation and benefits
A. Lump-sum subsidy of ¥500,000 (tax exemption) will be provided by the
central budget;
B. Scientific research funds of ¥1,000,000 subsidized by the central&
nbsp;budget.
4) 1000 Talent Plan for Foreign Experts (Long Term)
Requirements and responsibilities
A. Non-Chinese;
B. Satisfy the standards of “1000 Talent Plan” (work in China for at least
9 months each year for 3 consecutive years);
C. The candidate should be under the age of 65 at the time of application.
Compensation and benefits
A. Lump-sum subsidy of ¥1,000,000 subsidized by the central budget
(tax exemption);
B. A total subsidy of ¥3,000,000- ¥5,000,000 for scientific research
depending on the researching needs;
C. According to the working years of the candidate of “1000 Talent Plan for
Foreign Experts”, the Chinese State Bureau of Foreign Experts Affairs will
provide proper subsidy which will be specially used for improving the
candidate’s medical care and pension security;
D. The government will provide special policies and benefits to the entitled
“1000 Foreign Experts Plan” regarding exit and entry, residence, medical
treatment, insurance, accommodation, tax and salary etc.
5) 1000 Talent Plan for Foreign Experts (Short Term)
Requirements and responsibilities
A. Non-Chinese;
B. Satisfy the standards of “1000 Talent Plan” (work in China for at least
2 months each year for 3 consecutive years);
C. The candidate should be under the age of 65 at the time of application.
Compensation and benefits
A. Lump-sum subsidy of ¥ 500,000 subsidized by the central budget (
tax exemption);
B. The government will provide special policies and benefits to the entitled
“1000 Foreign Experts Plan” regarding exit and entry, residence, medical
treatment, insurance, accommodation, tax and salary etc.
5)Distinguished Professors of Yangtze River Scholar Program
Requirements and responsibilities
A. The candidate should possess a doctorate degree and be under the age of
45;
B. Domestic candidates should hold a full professor or equivalent positions
and should work full-time at campus during the employment period; overseas
candidates should hold an associate professor or equivalent position in high
-quality universities and should be able to work full-time at his or her
position within one year after the contract is signed.
Compensation and benefits
During the employment period (five years), an annual bonus of ¥200,000
will be subsidized by the central budget.
7)Chair Professors of Yangtze River Scholar Program
Requirements and responsibilities
A. The candidate should hold the professor or equivalent position in high-
quality universities;
B. The candidate is supposed to be academically
advanced, with research achievements recognized by
domestic and foreign experts in the same fields;
C. The candidate should be capable of working for at least 2 months at the
signed university every year.
Compensation and benefits
During the employment period (three years), a monthly bonus of ¥30,000
will be provided by the central budget according to the actual working time.
8)Young Talent Support Program
Requirements and responsibilities
A. The candidate should possess a doctorate degree and be under the age of
35;
B. The candidate should make a figure in key areas of natural science and
obtain international and domestic high professional achievements and&
nbsp;honor. His or her achievement should be of much social influence.
Compensation and benefits
The central budget will grant each “Young Talent Support Program”
candidate a subsidy of ¥ 1,200,000-2,400,000.
9)Post doctor
Requirements and responsibilities
A. The candidate should gain his or her doctorate degree less than a year
and be under the age of 40;
B. The candidate should have academic achievements and potential on
scientific research.
Compensation and benefits
The minimum annual salary is ¥ 200,000. Additional bonus for specific
achievement will be provided.
Support from Fundamental and Frontier Research Open Fund
Apart from enjoying subsidy offered by the state and the central budget, the
positions above will all adopt annual salary system (the “1000
Talents Plan” (short term) and Chair Professors of “Chang Jiang
Scholars Program” will be paid) and the salary is negotiable
. According to the actual working needs of particular talent plan candidates
, the UESTC will provide corresponding funds, working and researching space.
Depending on the achievements, the IFFS will provide extra support from “
Fundamental and Frontier Research Open Fund” and the amount of supporting
fund is negotiable.
