sentenced to 8 years in prison Tuesday after tearfully apologizing to a
judge.
Cook County prosecutors described as “staggering” the amount of stolen
goods accumulated by Jicheng “Kevin” Liu, 34, during his spree. After his
arrest in 2012, photos taken by Chicago police showed the loot, including
dozens of bicycles, stacked nearly eight feet high in his town home in the
Lincoln Park neighborhood.
Much of the merchandise was stolen from garages. Police found more than
70 garage door openers in his home, each labeled with the owner’s address.
Jack O’Malley, a state’s attorney investigator testified Tuesday that
police closed more than 100 burglary complaints after Liu’s arrest. In the
year before his arrest, Liu, who was born and raised in Shanghai,
transferred nearly $400,000 to a Hong Kong bank despite having no legitimate
income, O’Malley said.
His many victims together wrote a statement asking the judge to impose a
harsh sentence for “terrorizing” them through his thefts and his online
harassment.
“In a world of social media, Mr. Liu wielded a powerful weapon to
harass and stalk his victims,” the victims’ statement read .
In one case, Liu had retaliated against a couple following his arrest
for the theft of their stroller by running online ads claiming the wife
worked as a prostitute out of the Roscoe Village home. The couple were
awakened at night on several occasions by men at their front door who
thought they had appointments for sex.
Another couple lost their Ebay business after contacting police when
they suspected Liu was selling them stolen items. Liu retaliated by flooding
consumer websites with phony complaints about their business practices.
He even targeted two police officers who arrested him for stealing a
package off a porch, later writing in detailed online posts that one was a
sex offender and another abused people he arrested, prosecutors said.
With Liu facing up to 15 years in prison, prosecutors asked Judge Erica
Reddick to impose a “double-digit” sentence, saying he was responsible for
numerous burglaries but had also targeted victims who complained, going so
far as writing threatening letters in their names and sending them to the
Internal Revenue Service and White House.
“This is an avalanche of crime in front of you,” said Assistant State
’s Attorney James Lynch. “It really is quite staggering to imagine that
one person could amass that many stolen goods.”
But Liu’s attorney cautioned the judge not to put too much weight in
what he called the well-to-do victims’ “inflated sense of what they’re
entitled to.”
“People leave bad reviews on Yelp every single day,” attorney Nick
Albukerk told the judge. “The victims who walk through these (courthouse)
doors every single day suffer far worse than these people.”
Albukerk said in court that Liu was a bank vice president who lost his
job during the financial crisis in 2008, sunk into depression and feared
becoming destitute. He began stealing packages from neighbors’ porches and
eventually began to break into garages, Albukerk said.
Liu, who pleaded guilty last month to a single count of burglary, agreed
to a written statement acknowledging his online comments were false, a step
that prosecutors hope will help erase the damage he did online.
“During the last 2 1/2 years, there has never been a night without me
thinking...” said Liu, pausing for several minutes after breaking down in
tears. “...I slept very few hours and cried because I felt what I did was
not right.”
The Chinese national, who had overstayed his visa, will be deported
after serving his prison sentence, his attorney said. | a***x
