The Obama administration is privately raising concerns with officials in
South Korea about their plans to let a Chinese telecommunications giant
develop the country's advanced wireless network, expanding a quiet campaign
to warn key allies against integrating the Chinese technology into their
systems.
The U.S. effort in South Korea, which followed a similar push with close
ally Australia, shows the extent to which the Obama administration is
concerned about the expansion of China's Huawei Technologies Inc. in
building critical telecommunications networks for key allies. Washington
sees as a risk that the company's equipment could be used for spying on
communications among its partners, U.S. officials say.
In 2011, the U.S. excluded Huawei from taking part in the building of a U.S.
wireless network for emergency responders, citing national security
concerns. Last year, Australia blocked a Huawei unit from competing for
contracts linked to the country's broadband network.
In the Australian case, as in the current South Korean case, the Obama
administration raised concerns about Huawei in private meetings, U.S.
officials said. U.S. officials said the administration has sought to air its
concerns about Huawei privately rather than publicly in these countries
because of the sensitivity within those countries to perceptions that the
Obama administration is seeking to influence commercial decisions of key
