是不是说哪个州承认海外经历就可以申请去哪个州考了
另外，单位答应给俺开个certification of service
还需要找找以前的中国同事或者美国同事（应该有几个人现在在美国，而且也应该早就
拿到PE了）写证明么？有没有范文或者模板之类的可以参考？

let me give you two examples:
For OH, you just need one signature in the application form to verify your
experience. OH consider oversea experience.
For MD, they require your reference to mail a letter directly to the board
to verify your experience.
I don't think any state has any written rule that denies the oversea
experience.
So, you need to carefully read the Board Reg. to see what you should do.
