2008 and before most cases have already been approved,
so the second half of the year, most visa numbers will be unused.

approved before becoming pending.
EB1 is a good example. Although there are very few pending cases, EB-1
category has consumed far more than allocated. That's why this category has

approve a case. however, since the pending report is published every 3
months, unless a case is approved in 3 months within the interval, it will
get counted in one of the report at least. Still it's a guess until USCIS/
DOS publish monthly approval data.

3 months from the tiny pending data.
