对马上就要排到的人，比方说离排期只有几个月，还是有用的。quaterly spillover
可以让他们早拿卡，从而不让3类升2类的挤到他们前面去。 |

EB2I itself has about 1600/month, unless quarter SO > 3K, EB2C won't see
much faster movement with quarter SO.

发帖数: 989 | 8 对eb2c只能说有利有弊,每财季末都可能排期不动等烙印。spillover的数目对老中影响
很大，没人知道spillover能有多少，
所以对老中是福是祸不好说，但对烙印是没坏处的。

roughly 3k/year.
EB2I moved only three weeks during 10/2009 to 3/2010, then no movement until
SO. Without SO, EB2I can only move 3wks for a year. EB3I->EB2I is roughly
3k - (3wks' EB2I) in the 6 months from 10/2009 to 3/2010.
