share some of my thoughts with you.
The way I see it, most government employees are good people. They want
to help others. Also the key employees are very busy, no less than
private sector at all.
And because of these, you need to let the key employees, bosses and
elected officials to hear your voice. You also need to pressure them to
act responsibly. And sometime if you can offer some help, that could be
even better -- a lot of lobbyist bring solutions to the table along with
the problems, and if it is good, it will be taken.
So here is my suggestion:
1. Hire one or more lobbyists. Money can't but everything, but it can
buy some opinions. You can hire a lawyer too, but that should be after
lobbyist.
2. Email the key person, cc his/her boss, and boss's boss, and your
senator and congressman. Trust me, it works. Imagine all bosses have
smartphones and receives email every 2 minutes... And image how the
project manager feels when his/boss told him that... And image the
elected official is collecting this kind of information for political
reasons and the bosses are fully aware of it...
3. Sometimes send mail not email.
4. As to the tone, the more emotional the better. But if you want to use
a calm tone, be respectful, stay to the facts, and offer your
suggestion, not just complain.
5. File Public Information requests as many as you want, request any
data you want to see. See this link on how-to:

5. Last but not the least, do it often.
It's sad to see that so many people are sitting there without put in
more money or effort. Guys, money talks. The cheap mentality is hurting

I don't know but I guess NIU knows. If not, google their organization
chart, or file Public Information Request for contact information.
I wish I could contribute more on this issue but I am committed to other
volunteering activities already. But if anybody is interested in my
suggestion, feel free to shoot me emails and we can discuss.
The bottom line is to donate and hire lobbyist. Work with USCIS, not
against them if you don't have to.
