are some details he might 'overlooked':
1. recapture visa will be distributed regardless per country limit. IV doesn
't need to lobby for lifting per country limit on this one. So for NIU, if
the per country limit is raised to, let say, 15%. It will be good for us as
we will have more quota each year.
2. If recapture passes, there will be 140K visas available. Everyone (EB2IC,
EB3) will be 'C'.
I do hope recapture passes but in reality, I don't think it'll. Unemployment
rate is still high. No one wants to touch a potential bomb that could lead

number in last 2 recaptures.
2. it is impossible to be current for all current EB2 and EB3, but EB2CI can
be current or move to 2010 if EB2CI can get 50% visa number.
3. LIA wanted to work with IV on Recapture in 2008, but IV refused. EB3I
controls IV.
4. job market is good now, it is why IV is working on recapture.

发帖数: 10056 | 3 1. The last two captures, DOS used vertical spillover rule, i.e. visa numbers go from EB1 ROW -> EB2 ROW -> EB3 ROW -> EB3IC. Now they changed to you know it way so EB3I will only get what's left over by EB2.
2. I am not clear how many are waiting in EB2CI and EB3 but with recapture, EB2 will be definitely all 'C'. Even EB3 may not be all 'C'. It will knock off a huge chunk.
3. I don't give a 'd' on that Lia thing.
4. 9% unemployment rate is still high. After summer, it will be even higher.

As you said EB3I吃掉90%的Recapture名额. That means there is NO 每年的国家限额 for recaptured visa. Then why IV的口号是取消每年的国家限额，目标是取消Recapture的国家限额 when there is no such 限额? Just re-read your post yourself.
