Data in 2008 is for I485 approved in 2008 , not PD in 2008

which they try to maintain. However, part of the family-based 2nd category-
F2a (spouse of a green card holder) is not subject to per-country limit.
That is the reason why Mexico took ~14% of the total visa number.
So, the upper limit for China is to get 7% + exempt f2a visa numbers.
However there are only ~700 exempt f2a visa for China in 2010. So there is
not much room to gain in absolute visa number. We as EBer can only gain
from taking visa number from FB.
