progressive, conservative or RINO (republican in name only)
不过你说的对，移民利益要靠民主党，所以这次Lamar Smith像吃错药了一样对3012关
爱有加，让人大跌眼镜。他不支持，这bill小组也出不了线。

(1) He would like sell his dream act whenever he gets a chance.
(2) He and Grassley always attack h1b whenever they have a chance.

congressional Hispanic caucus stands by 3012, why would he block the bill?
(2) they are smart people, and they have armies of consultants working for
them so they understand how H1B/EB system works. From their perspective,
3012 will bring some fairness(to the EB applicants) to an unfair (to the US
workers) system. That's where the problem is because 3012 wouldn't alleviate
a bit burden from the US job seekers. And that's exactly the reason why
Grassley has put a hold on the bill.
A possible provision will be something like to jack up the application fee
for PERM/140/485 by thousand dollars per head for training US job seekers.
