explain what this means:
(B) UNRESERVED VISAS- With respect to the immigrant visas made available
under each of paragraphs (2) and (3) of section 203(b) of such Act (8 U.S.C.
1153(b)) and not reserved under paragraph (1), for each of fiscal years
2012, 2013, and 2014, not more than 85 percent shall be allotted to
immigrants who are natives of any single foreign state.
so for EB3C , in transition year , we should still get 40000 * 85% * 15% =

I think the 5100 visas here should be allocated to both China and ROW in
order of PD.
so, after excluding EB3I, if EB3C occupy the first 5100 positions of the PD
queue, EB3C will get all of them. However, I doubt that could happen because
demand of EB3C seems not so much high.
In addition, I do not know EB3 data so I am not sure whether EB3I could get
28900 visas (40000*0.85*0.85). is there any non-I EB3er has early PD which
could be within the top 28900?
