从附图可见，2008年USCIS开始打击ICC造假行为之后，中印对H1B的消耗量比率从之前
的1：5.3~1：6.7一下子就降到了1:3.8，这还是在USCIS牛刀小试之下的成果。FY2010
的报告还没出来，但预计这个比例只会继续减小，因为2009年才是USCIS全面整顿H1B的
开始。
所以说“3012之后印度人会涌入美国”之说是站不住脚的，移民局08后后的各种新政策
已经让他们无法象当年那样想来就来，H1B基本上就成了一堵防洪墙。
可以预计新的EB2 filing里中国人的比例会相对增高，因为中国的H1B并没有受到08年
后整顿的影响，在印度人数下降的情况下基本持平。
IV花了那么多精力搞3012，但是越到后来，中国人受益越大。

到时候申请EB成几何增长. |

if they could get their H1, they get it; if not, they still stayed on L1 and
will covert later when time is good. |

existing L1.
most of the consultants in my company are on L1, they are waiting for the
visa number now.

Indians, they still outnumber us in terms of H1B consumption.
My point is that with the USCIS putting more safeguards in the system,
Indian H1B consumption would never go back to the heydays which resulted in
the backlog and huge disparity between the two countries.
