08年的Perm比07年减少42%。09年比08年减少40%，所以09年比07年减少65%。
08年09年perm申请人数大量降低已经是不争的事实。对于像我这种11年初的pd，最大的
问题就是10年的需求情况。
10年file的人数如果增加。构成是什么，如果大量都是porting的情况，也没有什么多
需要担心的。这方面数据谁有整理过？ |

发帖数: 3394 | 3 根据demand形成的时间差。至少08，09新递交的申请需要几个月才能形成demand。
USCIS还是根据demand来制定VB，导致的结果就是至少3，4月份的VB按照这个理论仍然
需要前进。至少要到5月份才会出现停滞或者倒退的情况。
今年的SO会像去年一样在最后一个季度开始大量分配消耗demand么？ |

一个叫Cognizant Technology Solutions Corp的公司，收购了一个阿三的公司，10年
Perm就file了一千以上

shortage of skilled visa holders who can come onsite and work at client
place in min wages. H1 has a yearly limited cap and it needs certain
qualification and exp. So the main workforce for these greedy vendors was
L1B holders and this category is facing big time denial issue while
extending after 3 years. So these companies started filing perms for their
resources so they can retain status after I140 approval and stick to the
employer for long time. Dont forget one of this desi company (top 4 rank
holder) secured "first" position among employers in terms of number of
filings in 2010 and that was published in DOS annual report only. So this
huge spike is not a reflection of good job market or extra ordinary IT
programmer from India rather this is the impact of L1 shortage.”

不是很懂，求板上大牛解释一下，另外他在这段之前还有两段
“As per my calculation there were only 19200 EB2-I pending cases for all of
left over 2007, FY 2008, FY 2009. We are yet to see FY2011 approval data,
but I believe that EB2-I received around 25k GCs in FY2011. That means the
EB2-I 2009 (up to 31st Dec 20009) will get their GCs by the end of FY 2012,
including those who will port from EB3-I.
USCIS will move dates into 2010 mid to make its inventory. However, in my
opinion you will not see the inventory data greater than 1000 because USCIS
will continue to approve all approvable cases, as long as visa is available.
The availability for EB2 is not going to exhaust. As usual - EB1 demand is
low, which was getting consumed by EB1C. The EB1C has gone down because
those big consulting companies, which were sponsoring EB1C (of L1 visas)
have started keeping more workforce on its offshore location. In addition,
the market has not improved. ”
