1. Cancel green card lottery. This is a joke under the name of diversity.
All visa number from lottery goes to EB or FB
2. EB dependents don't count in EB visa number but go to FB visa number.
3. Country limit cap raises from 7% to 15%.
4. Recapture. I don't understand the rationale why no recapture. Recapture
actually doesn't increase green card number under the law.
