2017年BUSH的提案是民主党拖死的?共和党大多数极端反对这BILL里的合法化肥发移民
的提案,这个BILL连在SENATOR FLOOR 出来的机会都没有,谈什么民主党一党反对。
你反对无所谓,不要这么MISLEAD比较年青网友,那样做多了不好。

这都属于被米老师误导,以为共和党想让CIR被拖死。恰恰相反,共和党比民主党更怕
CIR被拖住,如麦凯恩所言,CIR不过,共和党连上台PK的资格都没有。所以共和党最希
望的其实是通过一个对自己损害较小的CIR,说什么拖死这都是谈判用的筹码而已。就
好比劫匪威胁要杀人质,其实他杀了人质的话他自己也就完蛋了。真正不想让CIR过的
都是那些极端保守的共和党众议员,不在乎共和党死活,不听高层号令。这种人数量很
少。

现在社会阅历多了,想问题多了,我也没有说不支持,只是觉得有点问题
对于非法移民的,我觉得海量的eb3i升级是个隐患。而且怀疑uscis的处理能力

这个版上不支持CIR倒也没什么,你的问题不是不支持CIR,而是成天搬出一些可笑的逻
辑来试图证明CIR一定过不了。版上有拿了卡的,或者快拿卡的,他们不喜欢CIR,这个
可以理解。但是闭着眼睛说CIR一定不能过,这种人就很少见了。

支持不支持CIR,是主观喜好;判断CIR能不能过,是客观分析。希望米老师分清二者的
区别,不要总是做出一副苦大仇深状。也欢迎你发表自己的主观喜好。不过要是继续发
不靠谱分析,那也就别怪别人把你驳得体无完肤喽。

我来解释
这个民主党支持大赦,共和党反对大赦是众所周知的。所以布什总统高招,正好搞到了
12票GOP支持,如果民主党真的支持,就应该48票全赞成,这样就有60票了,结果民主
党不想过,没有全赞成,导致CIR失败。于是就是民主党的责任,谁叫你天天喊大赦呢
?俺在GOP提供了足够票数也没通过不是?

其实我对这个CIR有个顾虑,STEM MASTER不用走PERM了,也没有country limit了,会不会
引起大量的EB3I升级呢?或者大量的烙印来美申请呢呢?(h1b增加了很多,申请的基数可
能就大很多,EB2的条件低了,基数大了,能申请EB2的人也会多了,demand 还是有可能超
过 supply)
如果不用通过PERM,现在他们补一个野鸡MASTER OF ENGINEERING 应该挺容易的. 这个
可能影响13年或者14年的老中EB2,13年前有多少的EB3I阿呵呵, 但是对于13年前的pd这
个bill应该其实是非常有利的.
还是那句,不要低估烙印的数量和作假能力. 可能你们对我的话不以为然,但我是看过烙
印的数量和作假能力的.
有些看法你们可能不屑或者不同意,但是请你们能容下那一丝的言论自由.我觉得米老师
自己也想CIR过,过了对他是有利的.但是为何他反对呢? 为何一些人会对CIR有一丝的疑
虑呢?
我觉得最完美的事情是 提高country limit 到15%, recapture 40w. 虽然是day
dreaming

根本不是什么言论自由的事情,没人不让你们说话。但是既然说了不靠谱的话,就得做
好被批驳的准备,别被驳了又怨别人不给你们“言论自由”。驳斥的自由一样是言论自
由。

我没有详细研究,就看了oh law firm 的总结, 如果他们错了,就算我错了
Categories Subject to Annual Numerical Limits:
Current EB-2 Advance Degree holders, and US STEM Master Degree holders who
earned the degree 5 years immediately before petition is filed: 40%
Skilled Worker (current EB-3): 40%
Special Immigrants: 10%
Immigrant Investors: 10%
而且我不看好严打icc有任何作用,上有对策,下有对策. 移民局派了多少人去 field 查
H1B,也没有见几个大的ICC有什么收敛

CIR本来就是99.999%解决非法移民的问题,所以CIR=Amnesty,大家就别老说得好像CIR
里合法移民跟非法移民是同等地位,我们只是被老墨拖累似的。咱人少没票,也没有犹
太人的幕后能量向来只能搭阿明哥顺风车,不然政客都懒得看你一眼。
当年民主党能争到的票都争了,剩下的反对票都是在红州的民主党参议员,人家这是为
了保卫自己的政治生涯,所以当时是要指望布什多拉几张共和党的票,结果他最后功亏
一篑,几个墙头草投了反对票,所以CIR无疾而终。

您老没看过条文就不要喷了。人stem master要求5年内在美国毕业的。烙印有多少在美
国毕业的啊。eb3i升级肯定超过5年了。您在担心什么。

stem master要占名额的,不过这个法案过了的话名额不大会不够用,变相增加了不少
,还有打分绿卡名额等着呢
关于h1b,你要知道,打假是很难的。这个法案直接把H1b的成本提高了,不管真假一起
打,需要打广告,需要高工资,还不能超过50%,ICC受得打击很大的。

不占名额,请看仔细。不需雇主支持,但是需要offer。

侧面证明了oh law的不靠谱,呵呵。
不占名额的类别:
- 所有博士
- 所有五年内毕业的美国STEM硕士
- 所有EB1a,b,c
- 主申请人的配偶子女
去掉以上这些后,剩下的去用EB23一共每年11.2万的名额,没有国别限制。

not vote for an immigration reform bill that does not include diversity

(D-LA), Yvette Clarke (D-NY), Bennie Thompson (D-MS), Danny Davis (D-IL),
Don Payne, Jr. (D-NJ), Hank Johnson (D-GA) and Chairwoman Marcia Fudge (D-OH
).
“I don’t care what kind of programming or whatever is in there — if
diversity visas isn’t in there I’m not voting for it,” said Rep. Payne,
who was the first member of the CBC to say he would not vote for an
immigration bill without diversity visas.
Many members wondered why the 55,000 diversity visas program was axed. As
they have learned of various pork projects in the reform bill, they’ve
questioned the elimination of diversity visas even more.
The pork projects include 20,000 visas for meat trimmers (pg. 817), 10,500
visas for Irish immigrants (pg. 734), 5,000 visas for Afghans (pg. 350),
visas for low-skilled visas for immigrant construction workers (pg. 803),
and infrastructure repair immigrants (pg. 773), immigrant ski instructors (
pg. 767), immigrant cruise ship repair workers (pg. 774) and a provision for
Canadian snowbirds to stay in the U.S. longer (pg. 742). The pork projects
in the immigration bill were first reported by Sara Murray of the Wall

“If they can’t come up with something that gives some opportunity for
immigrants to come from Africa or Haiti yet they can give them to Ireland I
can’t vote for it,” said Rep. Eddie Bernice Johnson (D-TX).
“I can’t go home without it,” said Rep. Yvette Clarke (D-NY) said on
diversity visas. Clarke’s district in Brooklyn, New York is a diverse mix
of African Americans, Caribbean immigrants and Russian Jews among other
groups.
“When you look that he bill there are earmarks in their for the Irish, for
ski instructors and for meat packers. Then you say what’s so unreasonable
about adding this other category to the bill,” said Rep. Bennie Thompson (D
-MS).
“If I was voting today I would have to pause,” said Rep. Joyce Beatty (D-
OH).
“I could not in good conscience shut the door on my own people. I can’t
have that as a legacy. I couldn’t live with myself if I did something like
that — pit one group against each other,” Rep. Hank Johnson (D-GA) said.
Regarding the merit based “point system in the immigration reform bill,
many in the CBC have concluded it is not enough. Gang of 8 member Sen. Dick
Durbin (D-IL) pointed to the merit based point system as a way that African
and Caribbean immigrants could come to America. But when asked asked if the
“merit point system” was comparable to diversity visas, CBC Chair Marcia
Fudge said it was not.
“The point system is definitely not comparable — it’s not it. We had it
studied. Three different entities reviewed the merit based piece and all
three have said in the short run there will be less people coming from the
continent of Africa and the Caribbean than more. That’s probably gonna be
for the first five years and it’s still no guarantee that even after that
we’ll have any kind of future flow into the country. As far as we’re
concerned, based on our own data, it is not a comparable piece,” said
Congressional Black Caucus Chair Marcia Fudge (D-OH) said on the point
system.
During an interview on the Tom Joyner Morning Show yesterday, Fudge said, ”
if you don’t put it in the bill the Black Caucus is not going to support it
. I can guarantee you they need our votes,” as she spoke on diversity
visas.
“There’s growing evidence that they merit based visa system that has been
presented as an alternative to the diversity visas lottery system does not
do enough to ensure that people from under represented parts of the world,
including the continent of Africa, will have a robust opportunity to
immigrate into this country — if that proves to be the case, and as I
indicated there is growing evidence suggesting that it is not an adequate
forward looking vehicle, then it would be very hard to support this
legislation at this particular time,” said Rep. Hakeem Jeffries (D-NY).
“Any comprehensive immigration bill must open up the doors of opportunity
for people from all across the world and not exclude or single out
individuals from certain regions like the continent of Africa or the
Caribbean. If that proves to be the case it will be difficult to support
comprehensive immigration reform because it will not be truly comprehensive,
” Jeffries added.
“We remain concerned diversity visas are up for elimination period,” said
Rep. Steve Horsford (D-NV). “Why this is even an issue — we’re talking
about 55,000 diversity visas per year compared to a comprehensive
immigration bill that’s over 11 million. Why is this even an issue?” he
added.
“Immigration is the number one issue in my district. Folks from the
Caribbean, folks from Central and South America, folks from central and
south Africa. It’s a good 25% of my district so it is absolutely essential
to me that we make sure that diversity visas are included therein,” said
Rep. Greg Meeks (D-NY).
“It has to be explained to me and shown to me that if there is a point
system that there numbers will not diminish,” Meeks added. “If I’m not
comfortable with the point system and the diversity visas are not there than
I don’t see how I can go for it.”
Many CBC members argue they are not asking for anything extra and want the
55,000 visa slot diversity visa program to be continued.
“We’re looking at least at what we’ve been getting minimum,” Fudge said
when as asked how many African and or Caribbean immigrants would be a
feasible number.

This Time, Republicans Accuse a Democrat of Being Too Strict on Immigration

What has the world come to when Republicans are accusing Democrats of being
too strict on immigration? Plenty has been written about how Republicans are
having a tough time figuring out exactly where they stand on the issue. But
to see just how strange things have gotten, take a look at what’s
happening in the 6th Congressional District of Colorado. There, Republicans
are attacking a Democratic candidate from the left for his role in
implementing a 2006 immigration bill.
The attack comes in the form of a Web ad created by the National Republican
Congressional Committee aimed at Democratic challenger Andrew Romanoff. Made
to look like a Facebook page, the NRCC says of the former speaker of the
Colorado House: “He likes the strictest immigration laws in the nation.”
The ad then goes on to encourage viewers to sign up to “dislike” the
Democrat.
Just a couple of years ago this line of attack wouldn’t have made any sense
at all. The current representative, Mike Coffman (perhaps most famous for
accusing President Obama of not being American in his heart), has proposed
his own anti-immigration legislation in the past. When he first ran in 2008,
one of his planks was to “deny amnesty and a path to citizenship to those
who violate our laws.” But this year, he had a change of heart and all of a
sudden supports a path to citizenship.
He says it’s due to personal interactions with families, but skeptics of
his motives will point to the changing demographics of his constituency.
After redistricting, the Hispanic population of his district doubled.
This new landscape means a softer touch on immigration will be needed to
carry the seat. The NRCC knows this, which is why they are happy to point
out Romanoff’s roll in the 2006 bill. Democrats did call it “the toughest
in the nation” at the time. But what the NRCC probably doesn’t want to
admit is that most Republicans then didn’t think it went far enough.

The bill was a compromise based largely on three previous failed immigration
reform bills:
The Secure America and Orderly Immigration Act (S. 1033), a bill
proposed in May 2005 by Senators Ted Kennedy and John McCain, sometimes
referred to as the "McCain-Kennedy or McKennedy Bill."
The Comprehensive Enforcement and Immigration Reform Act of 2005 (S.
1438), a bill proposed in July 2005 by Senators John Cornyn and Jon Kyl,
sometimes referred to as the "Cornyn-Kyl Bill."
The Comprehensive Immigration Reform Act of 2006 (S. 2611), sponsored by
Senator Arlen Specter, which was passed in the Senate in May 2006 but never
passed in the House.
The bill's sole sponsor in the Senate was Majority Leader Harry Reid, though
it was crafted in large part as a result of efforts by Senators Kennedy,
McCain and Kyl, along with Senator Lindsey Graham, and input from President
George W. Bush, who strongly supported the bill. For that reason it was
referred to in the press by various combinations of these five men's names,
most commonly "Kennedy-Kyl". A larger group of senators was involved in
creating the bill, sometimes referred to as the 'Gang of 12'.[1] This group
included, in addition to the aforementioned senators, Senators Dianne
Feinstein, Mel Martinez, Ken Salazar and Arlen Specter. Senators Jim DeMint,
Jeff Sessions, and David Vitter led the opposition to the bill.[2][3]
At the same time, the Security Through Regularized Immigration and a Vibrant
Economy Act of 2007 was being considered in the United States House of
Representatives, although to considerably less public attention.
On June 7, three Senate votes on cloture (a move to end discussion) for the
bill failed with the first losing 33-63, the second losing 34-61 and the
third losing 45-50.[4] This had been thought by some observers to signal the
end of the bill's chances, since on that day, after the first failing vote,
Harry Reid had told reporters that, if another vote on cloture failed, "the
bill's over with. The bill's gone."[5]
However, at the urging of President Bush, the bill was brought back for
discussion in the Senate as bill S. 1639 on June 25.[6] On June 26, a motion
to proceed passed the Senate, by a margin of 64-35 (under Senate rules it
needed 60 votes).[7] A number of amendments to the bill were considered and
rejected. On June 28, the bill failed to get the 60 votes necessary to end
debate. The final cloture vote lost 46-53.[8] This effectively ended its
chances, and President Bush said he was disappointed at Congress's failure
to act on the issue.[9]

从当年obamacare的通过看,pelosi and reid还是有两把刷子的.这件事民主党有动力去
推动,成功了,巴马名垂青史.07年,民主党没有大的动力,成了布什青史留名.当年要想过
,就是布什进一步向民主党让利,同时压共和党投票.当时布什已经提前跛脚,没有太大的
政治资本了.如果05年,katrina前,布什搞,说不定能成.而且当时两院都是共和党的,成
了,全是共和党的功劳.
