Senators engaged in last-minute jockeying and horse-trading Tuesday as they
barreled toward the finish line for the Gang of Eight bill – an effort that
could secure a handful of additional Republican votes for immigration
reform this week.
Negotiators are zeroing in on Republican Sens. Rob Portman of Ohio and Saxby
Chambliss of Georgia as lawmakers who could ultimately support the Gang of
Eight bill. Both senators have amendments they want voted on — Chambliss is
calling for changes to agricultural worker programs, while Portman is
demanding tougher E-Verify requirements.
“Those are the two that I’ve been working on the hardest,” Sen. John
Hoeven (R-N.D.), one of the authors of the “border surge” amendment, said
of Portman and Chambliss.
But as the Senate clock ticks down, the window for voting on amendments is
closing. Key senators traded proposals back and forth all day Tuesday to try
and piece together a list of amendments for each sides, but have fallen
short of striking a deal that would allow senators to vote on them.
Sen. Bob Corker (R-Tenn.), who wrote the breakthrough border security
amendment with Hoeven, wants a list of 10 amendments from both Democrats and
Republicans – and he said growing Republican support for the overall bill
would depend on whether their changes are approved.
The frantic negotiations during the bill’s final days are a dramatic shift
from the sluggish pace that marked the first week of Senate consideration,
when all senators had to show for themselves was agreeing to open debate and
killing off a strict border-security proposal.
