有一种可能是老中老印都超额，ROW吃亏。这样的话虽然也可以去闹去告，但是总有点
尴尬。
所以还是要看实批数据。

For example, from the beginning of FY2013, there are 20k non-Indian EB3 in
inventory, since it is enough for 6 months' demand, CO didn't move PD.
Later in the year, 20k inventory was depleted. CO had to move PD, but he
said "based on experience, I just need to push forward PD by 6 months and
demand will come".
So, PD moved forward a few months. No demand came in. CO said "I will move
forward again".
So, PD moved forward a few months. No demand came in. CO said "based on exp,
demand should come, let's wait".
So, PD didn't move. No demand came in. CO said "ok, the historical data is
wrong, I will push forward PD by a lot so you will be happy." Actually
nobody is really happy since it is September already, they cannot get quota
in this year anyway. All remaining quota went to the sole beneficiary,
Indian EB3.
