有些东西部长写个东西让下属直接按领导意思办就是了
有一些需要经过部门立法，比如h4ead，先公布，再征求意见6个月，于是到现在还没生

其他的EO总是要走流程，最少放出全部文件吧，最少要公布出来EO本身的文件，参考H4
EAD的EO。
而且这么大个EO，可不是一个两个memo讲得完的。
这次奥巴也是抢着出EO，从年底变成了这周五，周五都不行了，赶在周四出个preview，
甚至preview之前中午fax给fox他的factsheet，直接无码流出。
赤裸裸的玩命赶，抢在GOP动作之前吃credit，裤子都没穿好的感觉。
之后才会把准备好的东西放出来吧。奥巴马的幕僚团也得加班啊。USCIS更是要忙了。 |
