不过我现在看不出EA和vb current之间的联系。白宫曾经打算让7月的vb current?
Question: IV asked us to have "Papers Ready". If this is just a report I don
't understand why you asked us to have papers ready.
IV's Answer: We have said this before, but some folks keep asking the same
question again. The original plan was to make VB current for the month of
July. That is why we provided heads up to folks to get papers ready.
Subsequently, because of the EAD for H4 lawsuit, Administration was
concerned about a possible lawsuit for making VB current. dropped the plan
for making VB current. So there was change of plan. In retrospect we did the
right thing for sharing what was going on then. If you got papers ready,
that will not hurt anyone, you will need them at some point. Many folks will
soon be able to use the documents in October. |

一是有昨天的精神：前三个季度要进的猛一点
二是根据奥本跟Greg Siskind的私人谈话，VB 要么就这个秋天，要么就永远也不会大
动了。11月恐怕就不能叫秋天了吧。
现在看来大动的可能性比较大。当然，怎么定义“大”，这是另外一个话题了。

Caught Charlie Oppenheim after the program so got my questions answered.#

On counting derivatives, Charlie is pretty adamant that they must count
against cap.I asked if he had read legal brief from AILA, but he 1
didn't seem to buy it. Stuck on some EB-4 language that seems to contradict,
but I know that there is a counterargument on that #AILAAC15
Asked about recapture. He was also skeptical but a little less so. Seems to
be dismissive and says congress needs to fix this #AILAAC15
Charlie Oppenheim also clarified what was meant by Visa Bulletin reform. It'
s a little complicated, so will try to break it up. #AILAAC15
Oppenheim said that he provides NVC with something called a qualifying date
which tells NVC to start asking for docs (before priority date)
He is in discussions with USCIS about doing something similar to allow
earlier adjustment applications. Says he's suggested this for
years to USCIS, but they ignored. Now they're interested because of exec
actions. Says IF it happens, look for it this fall. #AILAAC15
If not by the fall, it probably won't happen at all. #AILAAC15
