配。
等2016 年Q2的inventory 和485 AOS数据出来后在做决定。
这么判断的数据是：
1. USCIS 工作人员干活是按部就班的，不会加班加点，所以2个季度不可能把全年12W
的visa number都使用完了。
2. 中国的EB2、3无法做到都扎堆在一起了，也无法让USCIS集中受理了。从数理统计的
角度来看，这样的概率为0.
后续趋势要看inventory和 AOS的数据才能推测。

可以理解成2010年1月1日以前是safe zone。不会让2和3类吃超。

这些坐办公室的，不用加班，都是按部就班处理case。
才7个月，怎么可能就把中国全年visa number用完了；难道他们特意挑选中国case处理。

审批的是移民局，分属不同部门。移民局积压了太多case，天天被申请人骂，就是闷头
批。
奥本说月初移民局说100个demand，月底结果发出去200。
两个部门沟通协调问题导致排期的不稳定。
