I believe the action HKMA is taking means they actually agrees with
Friedman about dollarizing HK$, meaning HK is giving up it's economical
adjustment power, incl. printing currency, change interest rate etc.
to US Fed.

US dollarization is to make us$ the only legal tender for HK. Other
than the above, it will be a bitter pill for the mainland
government to swallow politically: dollarizing HK means to allow
us$ to circulate in an area of the People's Republic of China (before
the KMD government fleed mainland, $ was the de facto tender in
major urban areas).
Also, HK is a very cash-bill based economy (not many credit
cards/electronic cash used), which means that there might be
enormous amount of HK$ in circula
