的policy options,tax 和 cap-and-trade.我的model做出来以后cap-and-trade比tax
要省好多钱,我一个coauthor觉得经过不make sense,他觉得两者应该是一样才对.不知
道这里有没有搞环境经济学的,觉得tax和cap-and-trade是不是在经济学上应当是同样

there is cap-and-trade, and then there is cap-and-trade.
the European cap-and-trade system is full of fraud and provides no proof
that it actually works. Best of all, it is a multi-billion dollar
corporate welfare for some of the worst polluters, through the issuance
