In legal terms, they will say something like "fair and just claims." 在这里
是形容词，但做副词的时候本意不会变化太多。only ,as we all know, means "only
” For instance, she is the only girl I like. So, "only" means no one else.
When it is used as a adv, its meaning should be associated with its root
meaning.

"not long ago".
In pratice, I have never seen anyone uses
"I only saw her this morning" to express the meaning of
"I just saw her this morning".

, I think English people sometimes were confused by the two words as well.
Later on, this mistake was legitimazed and became norm. Haha.
