service, although it's a lot of reading work.
Just have some questions to see if any Da NIU here could answer:
Found several proposals are non-sense. Should I speak frankly and give them
POOR score? As a junior in the review panel, is that not good to say
something really bad? Or Is that good or not good to be quiet for some
proposals that I really don't like and it happens that I'm just a panelist
instead of the primary or |

can speak my opinion freely. Since I don't want to make enemies in the
community, could you comment on how risky it is to speak something bad in a
review panel? IS the whole process CONFIDENTIAL enough?
A follow-up question: what's the role of the primary reviewer? When I'm
the primary for a proposal, what should do differently from other reviewers?

You should present what you really think. You think too much for this. If
you are afraid of being revenged, you should not take the panel position in
the first place. But do not worry, it IS confidential.
reviewers?
You need first to present what the proposal is about and what you think
about the proposal. And you need to scribe what others say about it in the
panel and you are in charge of the panel summary.

发帖数: 236 | 5 没去过Panel，但听到两个NSF PM说：所有proposal都会至少有点优点的，不然人家也
不会辛辛苦苦的写和提交，reviewer要能看到（发现）哪怕一点优点，然后在comment
中提一下，这样人家被拒的心情也会好一点。 所以，good就是poor，只是人家看到那
哪怕是一点点地优点。 |
