In general, the search committee members review all materials and submit
their recommendations to the department head by the chair. Sometimes the
committee may rank their candidates. The committee and the department head
may communicate with each other via chair in selecting top candidates for
interview. The head makes final decision on hiring.
On the other hand, the department head may form a committee by selecting
faculty members who might be in favor of his/her if he/she already has
something in mind. The whole process is generally fair, but also
manipulatable.

I dont' think the department chair has the power to make the final decision.
Although his opinion could have a big impact, the decision has to be voted
by all faculty members.

听过一个例子,面过所有人后,全系FACULTY开会,系主任开始REVIEW每个面试者,话
语中已经明显表明哪个好哪个不好,虽然没明确说,但大家都心领神会,然后开始VOTE
,大家就投那个系主任喜欢的。

Usually, the voting is just a process but the powerful guy in department
will have strongest impact to final decision.

I am just saying the "legal procedure". Nobody opposes the decision in your
department, that's a different story. But it has to be discussed during the
faculty meeting.

FYI - Here is a little bit more detailed description based on my personal
experience as a member or a chair of a few search committees:
The search committee will review all materials from the candidates, and
usually rank and select a few top candidates for interview. There would be
some close communications with the department head during the process.
The initial reviewing process is generally long, so the progress would
usually be updated in faculty meetings or by emails, but usually not in big
detail (e.g., no names, unless announcing the interview candidates).
After interview, the department will send out an open evaluation form to
every faculty member to collect opinions.
The search committee will then review all the returned evaluations, have a
meeting or two, and then make recommendations to the department head. The
process again can be communicated with the department head whenever needed.
The returned open evaluations may or may not be taken - as they can be
either highly consistent or diverse in opinions. Also not all faculty
members will really read all CVs and interact with the candidates during
interview.
However, if someone (who is usually reasonable) starts picking at you and
seriously talk to the search committee or head, then you are in bad position
for sure. So pay respect and interest to everyone you meet during interview.
Then the department head makes the final offer - which usually means an
invitation for a second interview (or visit).
Dean or other "powerful" people may have big influence on the process if
they have some of their own agenda. However, it is still the department head
who hires based on his/her strategic plan.
My feeling is that the whole process might be manipulated if the department
head and/or some "powerful" people have their own specific agenda or
interests - mostly by "carefully" select the search committee members.
I am sure that there would be some difference between different departments
and institutions.
p.s. A couple of times we tried to pursue some big names - then that's
another story (although the process would be the same).

listens to the department chair.
The search committee members are selected or propose to volunteer at a
faculty meeting, what if the chair's, let us say, enemies, control in the
search committee? How does the department chair get his/her candidate
accepted by the search committee, if the committee's recommended candidates
are different from the chair's?
U also mention that you tried to persuade the big names in your department,
would you like to elaborate that part? I mean the negotiation process, not
the details about your institution. Appreciate it.

Alright - again, my personal opinions/comments below:

Well, generally speaking, the department head has a strategic plan (when
hired to
the position). Head would spend time to get the resource from the college/
university
to hire new faculty members based on the plan. However, it is usually easier
to get a
replacement position if a professor is retired or leaves the department.
On the other hand, the department head may get input from the faculty in
making a
decision on the field(s) of hiring. Therefore, to certain degree, the search
committee
(including chair) serves for the department head. It is not necessary to say
that the
search committee mostly listen to the chair, as the chair usually does not
have
someone in mind and will not read all the CVs.
candidates
Most of the time, the department head would avoid this situation by not
forming a
search committee with his/her "enemy" in the committee. If the department
head
has someone in mind, he/she would usually find some of his/her favorite
professors.
My feeling is that, if unfortunately there are conflicts between the
department head
and the search committee, there would be some heavy negotiations between the
members of the committee, the chair and the head.This is usually not a
favorable
situation for the candidates for sure. The outcome can be hardly predicted.
It may
depend on how everyone looks at candidate's materials and if the candidate
has any
apparent defects.
U also mention that you tried to persuade the big names in your department,
It depends. Sometimes, a big name may express his/her interest to relocate
to
certain place or just leave current institution. Sometimes, the school may
approach
to that person. If that person expresses interest/willingness to move, the
department head may form a search committee and formulate a job announcement
.
The subsequent procedure would be similar to a regular one. Because that
person is
typically a leader of his/her field, he/she would naturally the top one
candidate for
the position.
As for the negotiation on the final offer, it is solely between the
candidate and the
department head.
I personally had another interesting experience. In one search, we had two
highly
qualified candidates. The department head championed at the college/
university and
managed to create a second position and hired both. Of course, that was
before the
recent budget cut...
