The bad part: we felt we wrote a good proposal and so this is discouraging.
The not too bad part: I do not depend on this for survival. Also, we did learn a lot and the effort will be converted into publications (we only need a computer and a brain to do that).
Somehow, I even feel relieved.
By the way, this is exactly 5 months after submission. |

Competitive- Fund if possible. So it is not too bad. I am considering

y competitive ones are rejected these days.
I think it's even worse than getting a non-comptitive review.

nsf就是3个catergory.
highly recommend (highly competivity), recommend (competitive) if fund avail
able, not recommend (not competitive)
大部分的proposal在recommend (competitive) if fund available, 基本上是不可能被
fund的，只有很少的proposal在两头。
只有在highly competitive category里面才有希望被fund.有时候，还要看排名，是否
已经有nsf fund, 或者是否fit program theme.
mmd, 最近俺的一片highly recommend就被据了。

我知道一个教授每次都在proposal上写我去年有两个Proposals被Recommended for fun
ding但是没拿到钱，好像NSF欠了他钱一样
其实大部分Proposal都是Recommended，这样写只能显得太土，降低自己被Funded的可能
性

可是我已经碰到好几例用这个理由拒Journal Paper了，说需要Journal Paper比Confer
ence Paper有significant enough的改进

，铁板钉钉地可以ACCEPT。结果开会时我学生做报告的时候，有个REVIEWER就坐在下面
(但是不知道是哪一个)，报告一完他/她就给EDITOR发信告状。很快EDITOR就发信质问
，我们只好撤稿。
后来想想，自己也傻了，当时的CONFERENCE PAPER我们写了12页，要是把FINAL
VERSION砍成6页就搞定了。

For the panels I attended, generally among 30 proposals, 2-3 are rated
highly recommend, 3-4 are recommend, and the rest are not recommend.
highly recommend are 95% sure for funding, if not 100%.
recommend also get a chance. I did see quite a few recommended proposal got
funded.

either "HR" or "R". The PO can choose to fund a "R" proposal over a "HR"
proposal.

my rejected NSF proposal. The tone is generally positive. I have read quite
a few NIH reviews in which the PIs are hammered. Sometimes they even attack
your whole career.
