etc. this should be part of your syllabus and be discussed at the first
class
tell him what is the final exam/project grades, if he does not know
ask him to stop by to see his whole file
offer to discuss further if he still has question at that point
the students know what they deserves and in general will not bother to stop

chair aware of it, and get her/his suggestions.
Second, ask the student come to your office (with door open) and cordially
and friendly discuss the reasons.
Third, if the student could not accept the reasons, suggest the student
seeing your chair, but use friendly tone.
Remember: Do not discuss it in emails.
