if you want to increase your chances of getting trades passed, you
can voluntarily propose to pay more $ or coins or both
3. veto: 6 total no votes, or 51% of the people who voted will constitute a
veto
4. cancellation fee: 50 coins （charged to every owner involved in the
proposed trade, regardless of # of players)
