with week 11 to week 16 decided by NBC (with some restrictions),
and week 17 decided by the NFL.
Flexing also include changing 1 pm games to 4 pm.

Yes. In 2001, both Giants-Cowboys games, on week 14 and 17, were Sunday
night games,
with the 1st one on normal schedule and 2nd one flexed.
