Does that mean they will deny my case or there's still some hope?
I am wondering the intent to deny is the normal deny procedure or there's
even some worse case, like directly deny?

Notice to intent deny 是这么写的，
1．其实我有70+citation, 绝大部分引用都是在related work里面，
作者讲一下前人工作有什么不足，然后说将要如何改进这些不足。所以不承认这一分。
2． 推荐信， 自己感觉还不错，可是deny 里是这样写的：
It is unclear whether and how your work has, in fact, made a significant
contribution to your filed such that other researchers and experts emulate
your research techniques or have widely applied your research results.
3．Overall,
The Mere publication of scholorary articles or research findings does not
demonstrate national or international acclaim, or standing within that small
percentage of professionals in the field who have reached the very top of
that filed.
It is also established that you have attended conferences specific to your
field…. In the absence of evidence that your roles were leading or critical
to the conference you attend.
