Houston court web, and also downloaded the Civil Cover sheet.
1). for II, do I mark "U.S. Goverment--Defendant"? (Sample from
immigrationportal left it empty, but U.S. Goverment is the Defendant, no?)
2). for III, do I mark "Citizen or Subject of a Foreign Country"? (Since that
