Can I argue like this: I HAD the intention of immigration when I apply for
NIW and WILL have the intention in the future when I apply for immigration
visa. But for the duration of this trip to attend the conference, I DO NOT
have the intention. Doesn't seem to be possible although it is true. 这段用
英文比较好说。汉语没有时态。有点像Clinton's argument. 不过比他的好多了。 |

to have no immigration intention.
My initial argument is probably pretty good in a court. But the US embassy
is not a court.
Anyone has the exact text of the law regarding this issue handy?

申请移民签证），就可以不算有the intention of immigration。如果这是真的，你回
国工作在排期没有到之前，不能（就算能也没意义）向广州领事馆递交移民申请，那么
这期间你申请B1签证时可以声称自己没有移民倾向。
有点擦边球的感觉。
