为什么我的律师说，先E-FILE,看运气到了TSC还是NSC，然后再PP? （不过他好像也不
是很确定的样子）。
我在版上看了一阵的感觉是只要PP就能E-FILE到 TSC， 请教到底是怎么样的程序？
材料已经全部准备妥当，只能律师的PETITION LETTER和组织材料了，非常非常感谢！ |

the advantage for e-file is that your case will be handled by TSC no matter
where you live. However, whenever there ae too much case in TSC, some of the
case might be transferred to NSC depending your luck/RP. |

是如果用pp的话，这个可能就更小了，是这个道理么？

to transfer.
