Dear USCIS Officer:
This application package is respectfully submitted for Dr. X petition in the
category of employment-based first preference, as an alien of extraordinary
ability in science, under §203(b)(1)(A) of the Immigration and Nationality
Act. Dr. X has sustained international acclaim in XXX, and satisfies at
least 3 out of the 10 criteria set forth in 8 C.F.R. 204.5(h)(3) for alien
of extraordinary ability, including:
1. Exceptional Authorship: Dr. X has authored X high quality scholarly
publications, including X peer-reviewed journal articles in TOP research
journals such as XXX; as well as book chapters in XXX and XXX.
2. Significant Original Contributions: Dr. X has made original
contributions of major significance to XXX, evidenced by his very strong
publication record, extensive citations to his publications of 500 times,
international recognition, and statements of senior experts who are world-
renowned scholars.
3. Judging the Work of Other Scientists: Dr. X has repeatedly acted as
judge of the works of other scientists, including review of X journal
manuscripts submitted by other scientists all over the world, upon
invitation by X prestigious international journals in his field; and review
of NSF grant proposal.
This petition consists of the following 7 sections:
I. Background information about Dr. X and his research in X.
II. Dr. X has authored 38 scholarly articles, including 25 publications
in top journals including Science (one of the most highly respected research
journals in the entire scientific community worldwide, with very high
impact factor of 29.747), Physical Review Letters (No. 1 journal in
citations among 71 journals in Multidisciplinary Physics), Journal of the
American Chemical Society (No. 1 chemistry journal of the United States),
Physical Review B (No. 1 journal in Condensed Matter Physics), Nano Letters
(No. 2 in citations among 59 journals in Nanoscience and Nanotechnology),
and ACS Nano (No. 5 in impact factor in Nanoscience and Nanotechnology). He
has also authored book chapters and given scientific presentations in
international academic conferences.
III. Dr. X is among the top small percentage of researchers in his field.
He has made original contributions of major significance, including

continuous contributions to XXX research will substantially benefit the
United States.

I. BACKGROUND INFORMATION OF DR. X AND HIS RESEARCH
Dr. X is an internationally acclaimed researcher in XXX, specifically in the
crucial research of XXX. He has conducted cutting-edge research in this
field for more than XX years, with a track record of success. Dr. X holds
an advanced degree in this field by virtue of his Ph.D. degree in XXX from
the University of XXX (Exhibits 2.1 to 2.2). After receiving his Ph.D.
degree, Dr. X has conducted research in XXX University from XXX to XXX and
collaborated with scientists at XXX National Laboratory. He has accepted an
offer of XXX at the prestigious XXX University, which is among top research
universities in the United States and has a very high reputation around the
world (Exhibit 2.3). Through the past decade, Dr. X has continuously
conducted novel research in the United States, with significant impacts to
his field.
Dr. X is specialized in using XXX to study XXX. His work has shown a crucial
impact on fundamental science research as well as applications in real
world. For example, Dr. X’s XXX research studies the controlling of matters
on the nanometer (one billionth, or 10-9, of a meter) scale. At this
dimension, matters exhibit unique properties, with the opportunity to obtain
new materials that have numerous applications in medicine, biomaterials,
and energy production. This is a relatively new area of research that has
great potentials and its applications are still fast expanding with no limit
in sight. Research on XXX and XXX won the Nobel Prize in Physics in year
2007 and again in year 2010. Dr. X is a leading scientist in research of
special XXX including XXX, as the next generation material for XXX. His
research has direct benefits in industrial uses and people’s daily lives,
and also has great significances in advancing fundamental understanding of
XXX.
The following sections of this petition letter will demonstrate that Dr. X
has made multiple significant contributions to his field of endeavor during
the past decade.
II. DR. X HAS AUTHORED X PUBLICATIONS, INCLUDING X SCHOLARLY ARTICLES
PUBLISHED IN TOP JOURNALS SUCH AS SCIENCE
Dr. X has a very strong publication record, evidenced by his X scholarly
articles, including X research articles (Exhibits 3.1 to 3.25) published in
top journals such as Science; as well as 2 book chapters (Exhibits 3.26 to 3
.27) and 11 proceedings (Exhibits 3.28 to 3.38) in national or international
conferences. Journals of his publications are listed below:

These journals have significant impact in the field. For example,
• Science is “the world's leading journal of original scientific
research”. First published in 1880, Science has an estimated readership of
one million, and carries an extremely high impact factor of 29.747, which
makes it top 0.2% among a total of 7,387 leading scientific journals
collected by Thomson Scientific (Exhibit 6.1).
• Physical Review Letters is the “foremost physics letters journal
.” Physicists throughout the world submit their BEST WORK to Physical
Review Letters. With a very high impact factor of 7.328, this journal ranks
top 3.0% among the 7,387 leading journals. It is the No. 1 cited journal in
physics field and the world’s No. 6 most cited journal (Exhibit 6.2). Dr.
X has published as many as X papers in this top journal (Exhibits 3.6, 3.7,
3.12, 3.18, and 3.23).
• Journal of the American Chemical Society (JACS) is published by
the American Chemical Society, the United States’ highest research
association in chemistry field and the world’s largest professional
association, as the flagship journal in chemistry. JACS has a high impact
factor of 8.58, one of the highest among all chemistry journals, and
publishes highly original and valuable chemistry research. (Exhibit 6.3).
• Nano Letters is recognized as a top journal in Nanoscience and
Nanotechnology. Out of 59 journals in this field, Nano Letters is No. 3 in
ISI Impact Factor and No. 2 in citations, with 46,238 total citations in
2009 (Exhibit 6.4). Dr. X has published X papers in this top journal (
Exhibits 3.8, 3.11, and 3.25).
Dr. X has also authored book chapters. They are Chapter X in XXX published
by Academic Press (Exhibit 3.26), and Chapter X in XXX published by Oxford
University Press (Exhibit 3.27).
• Academic Press (AP) has been “a leading publisher of scientific
book for more than 65 years”. “AP is committed to publishing a wide
variety of superior quality content from today’s leading experts”. (
Exhibit 6.5)
• Oxford University Press (OUP) is “the oldest and largest
continuously operating university press in the world”. “OUP imprimatur has
become familiar worldwide, standing for scholarly, educational, and the
research excellence and authority”. (Exhibit 6.6)
In addition, Dr. X’s research discoveries have been presented in
various national or international conferences (please refer to Exhibit 4 for
a complete list and the bibliographic details for these presentations).
Besides these strong publication and presentation records, Dr. X’s
outstanding authorship was further demonstrated by the following facts. The
research papers published by Dr. X have been cited close to 500 times (
Exhibit 5.1). The scientists who cited Dr. X’s publications come from more
than 20 countries and territories in Europe, Asia, Australia, North and
South Americas as illustrated in Figure 1 (Exhibit 5.2).
Besides the large number of total citations, Dr. X’s articles are
frequently cited by the most prestigious journals in various fields,
including Nature (Exhibits 5.4 and 6.7) and Science (Exhibits 5.5 and 6.1) (
No.1&2 journals in multidisciplinary science), Nature Materials (Exhibits 5.
6 and 6.8) (No.1 journal in condensed matter physics and materials science),
Review of Modern Physics (Exhibits 5.7 and 6.9) and Nature Physics (
Exhibits 5.8 and 6.10) (No. 1&3 journals in physics), and Chemical Review (
No. 1 journal in chemistry) (Exhibits 5.9 and 6.11). Please refer to Exhibit
5.3 for a complete list of journal ranking by ISI impact factor in selected
fields, where the journals cited Dr. X’s work are highlighted.
The number of articles that cite Dr. X’s articles increased from X in
2003 to XX in 2006, and further increased to XXX in 2010 (Figure 2). The
trend clearly indicates the significant impact of Dr. X’s research and his
sustained international acclaim.
Dr. X’s very strong publication and presentation records, together with all
the facts above, clearly demonstrate that his achievements have had major
beneficial influences in his research field, and that he had been widely
recognized as an leading expert in his field. These evidences meet the
requirement of 8 C.F.R. §204.5(h)(3)(vi), which requires the alien to
publish scholarly articles in the field, in professional or major trade
publications or other major media.
III. DR. X HAS MADE ORIGINAL CONTRIBUTIONS OF MAJOR SIGNIFICANCE TO XXX
III.1. Dr. X has made significant original contributions in research of XXX
III.1.A. Dr. X is the first scientist to indentify XXX, a very important
XXX which has many interesting properties such as XXX. This finding was
published as two articles in the journals XXX and XXX in 2004 (Exhibits 3.4
and 3.6). The work has received wide attention and has had tremendous impact
on other scientists’ work. The two articles alone have already been cited
for XX times by scientists from 21 countries and territories (Exhibits 5.1
and 5.10). Dr. X’s novel research result was also heavily discussed in 4
review articles in his field (Exhibit 7.1).
Professor XXX provided an independent evaluation of Dr. X’s finding:
XXXX (Exhibit 1.2, Independent Testimony)
In 2009, the method Dr. X used to successfully model XXX also inspired the
work of scientists from the University of XXX in studying another new
superconductor (Exhibit 7.2). Moreover, his article in XXX was listed as a
reference for a graduate-level physics course taught by Professor XXX in the
University of XXX (Exhibit 7.3). Professor XXX is a member of the National
Academy of Sciences, and he is an expert in the field of XXX (Exhibit 7.4).
III.1.B. Dr. X uncovered the relationship XXX, resolving long-term
controversies about XXX. This finding has been published in a first
authored article in XXX in 2007 (Exhibit 3.7). The theoretical method Dr. X
introduced in that article has been widely applied by other leading
researchers into their works. For example, a team of scientists from XXX
have used Dr. X’s theory to successfully study a recently discovered XXX (
Exhibit 7.5). In another high-impact scholarly article, published also in
XXX, scientists from Northwestern University and Argonne National Laboratory
reported that they have applied the method developed by Dr. X and
demonstrated it is very successful (Exhibit 7.6).
III.1.C. Dr. X predicted XXX. This work resulted in a first authored
article in XXX in 2008 (Exhibit 3.12), which formed a solid foundation for
other scientists’ work, for example, the work by Professor XXX from the
University of XXX (Exhibit 7.7). Due to its great importance in
technological applications, Dr. X’s theoretical understanding of XXX was
also cited in a review article titled “XXX” published in the journal XXX (
Exhibit 7.8).
Dr. XXX elucidated Dr. X’s original contributions in his recommendation
letter:

III.1.D. Dr. X collaborated with leading experimentalists using XXX, and
discovered direct evidence on XXX. This work was published in XXX in 2009 (
Exhibit 3.18) and raised great interest in the scientific communities. As a
demonstration, it was selected for the Virtual Journal of XXX (Exhibit 7.9)
. XXX also featured a perspective article of this work in title “XXX” (
Exhibit 7.10).
XXX is the flagship publication of XXX and the most influential and closely
followed physics magazine in the world, informing readers about science and
its place in the world with authoritative features, full news coverage and
analysis, and fresh perspectives on technological advances and ground-
breaking research. (Exhibit 6.12)
III.2. Dr. X has made significant original contributions in research of
XXX.
III.2.A. Dr. X is the first scientist to identify a mechanism that XXX.
These finding (Exhibits 3.8 and 3.11) were published in XXX, a top journal
in XXX (Exhibit 6.4). His work has received much interest in the XXX
community and it has inspired others’ work. Since its publication, Dr. X
has been continuously contacted by scientists in China and the U.S. seeking
help or discussing questions. For example, Dr. XXX at XXX stated “Your
paper on XXX gives me a lot of help” (Exhibit 7.11). Dr. XXX at the
University of XXX noted “I recently read your paper in XXX on XXX. I found
it really interesting” (Exhibit 7.11).
Dr. XXX explains the importance of Dr. X’s original contributions in his
recommendation letter:

III.2.B. Dr. X revealed the atomic structure of XXX. This work has “very
important applications ranging from XXXX”, commented by Professor XXX (
Exhibit 1.4). The body of this work has been published in several top
journals in chemistry and nanoscience, including Journal of XXX (Exhibit 3.
10), XXX (Exhibit 3.14), and Journal of XXX (Exhibit 3.13 and 3.16). The
article published in Journal of XXX has received XX citations by scientists
from 19 countries and territories in a short period of less than 3 years (
Exhibits 5.1 and 5.11). Another article was selected as a cover paper of
The Journal of XXX in 2009 (Exhibit 7.12). This work was also reported in
XXX, which is the news portal of XXX (Exhibit 7.13).
Professor XXX explained the influence of this work on his own research:

III.2.C. Dr. X has been a key member of an international research team which
for the first time directly observed the XXX. Professor X further explained
Dr. X’s scientific breakthrough and the implications of this work:

This result was published in the most prestigious journal XXX (Exhibit 3.22)
. The finding has received a lot of attention in the scientific community
and it was reported by several news media, including XXX in title “XXX” (
Exhibit 7.14) and the online science news service XXX reported this work in
title “XXX” (Exhibit 7.15).
• XXX is a monthly magazine published by XXX in the United Kingdom,
which “covers cutting edge research, international business news and
government policy as it affects the chemical science community”. (Exhibit 6
.13)
• XXX is a leading web-based science, research and technology news
service which covers a full range of topics. Launched in 2004, XXX’s
readership has grown steadily to include 1.75 million scientists,
researchers, and engineers every month. (Exhibit 6.14)
One coauthor’s institution, XXX, issued its news release titled “XXX” to
the general public to introduce this scientific breakthrough. This new has
been reported by XXX, the portal maintained by the Federal Government of
Germany (Exhibit 7.16).
III.3. Dr. X also contributed to research of XXX
Dr. X discovered XXX. This finding is one of the most important evidence on
XXX and the results were published in XXX in 2002 (Exhibit 3.1) and in XXX
in 2009 (Exhibit 3.15), of which Dr. X is the first author on both papers.
An anonymous referee of Dr. X’s research article wrote in his/her referee
report that:
The authors present a very interesting computational result… the work is
clearly of high quality and enlightening. (Exhibit 7.17)
Dr. X’s original work has been widely recognized by researchers in the
community and further inspired their works. His article in XXX received XX
citations by scientists from 16 countries and territories (Exhibit 5.12),
including citations by 4 review articles (Exhibit 7.18). Among those
citations, for example, his article was cited by several research articles
published by Professor XXX at the University of XXX, who is a leading
scholar in XXX and holds many prestigious positions (Exhibit 7.19). Dr. X’s
research finding has also been extensively discussed in their publications
(Exhibit 7.20). Furthermore, XXX discovered by Dr. X were made into a figure
and have been heavily discussed in the article titled “XXX” by Professor
XXX from the XXX in Sweden (Exhibit 7.21).
Professor XXX, who only knows Dr. X through his publications in this field,
provides an independent evaluation of his finding:

III.4. Dr. X’s original contributions in international conferences and
invited talks.
Dr. X has made over XX oral presentations to peer experts at important
international conferences (Exhibit 4). For example, he has presented his
works for XX consecutive years, starting back in the year XXX, in XXX, the
biggest international meeting in XXX (Exhibit 6.15).
Dr. X has also been invited to present his research results in several
prestigious research institutions. They are XXX (Exhibit 7.22); XXX (Exhibit
7.23); XXX (Exhibit 7.24); XXX (Exhibit 7.25).
III.5. Unsolicited requests from peer experts.
Dr. X’s expertise in his field is so well known that he has also received
unsolicited requests to provide his knowledge to the scientific community.
For example, Dr. X has been invited by the XXX to write a lecture notes or
edit a review volume about his talk on “XXX” at XXX (Exhibit 7.26). XXX
together with XXX is one of the biggest international publishing groups in
science, technology and medicine (Exhibit 6.16).
Dr. X has also been invited to join scientists at XXX University to support
their research grant proposal to the National Science Foundation (Exhibit 8.
15). He was chosen to join this collaboration because his “excellent
research work on XXX”, and he can “provide valuable and critical supports
” to their proposed research (Exhibit 7.27).
In summary, Dr. X has made substantial contributions to multiple fronts to
the fields of XXX. Dr. X is credited with the discoveries of XXX. His
systematic study yielded valuable results for scientists in this field and
significantly helps continuous research in this essential field. Other
researchers may occasionally act as authors, but only the very few truly
extraordinary scientists on top of the research field such as Dr. X can
simultaneously possess very strong publication record including paper
published in Science, ~500 citations to his publications from researchers
worldwide, and presentations in international conferences. Dr. X’s work
has impressed not only his colleagues and collaborators, but also other
researchers and scientists around the world who never worked together with
him or collaborated with him as demonstrated above.
From all the facts presented in this section and the opinions of the senior
experts in the field, it is evident that Dr. X’s outstanding achievements
and records justify that he is among the top small percentage of researchers
who have made major significant contributions. The evidences meet the
requirement of 8 C.F.R. §204.5(h)(3)(v), which requires the alien to make
original scientific, scholarly, artistic, athletic, or business-related
contributions of major significance in the field.
IV. DR. X HAS FREQUENTLY SERVED AS A JUDGE OF THE WORK OF OTHERS
Because of Dr. X's extensive expertise in the field of XXX and his
internationally renowned reputation, he has been frequently invited to judge
the quality of others’ works. As a matter of fact, Dr. X has been invited
for 21 times (Exhibits 8.1 to 8.11) to review scientific papers authored by
other scientists, by 10 prestigious journals in his field (see Table 2
below).

Dr. X’s review experience is significant, because:
1. The journals that invited Dr. X to review papers for them are premier
journals in his field. For example,
• XXX (Exhibit 6.2) is the very top journal of physics with a high
impact factor (on which, as shown in Table 1, have published Dr. X’s
scholarly articles for X times).
• XXX (Exhibit 6.17) is the leading journal in condensed matter
physics published by the Institute of Physics (the most important
organization of physicists based in Europe) (Exhibit 6.18).
• Some of those journals have not published papers authored by Dr.
X. Instead he was invited to review other researchers’ work due to his
sustained international acclaims, indicating that his work and expertise has
been broadly recognized by editors from diverse subjects and from various
journals.
2. These top journals hold very high standard in selecting expert
reviewer. For example, XXX, the Editorial Director of XXX explained their
selection criteria for reviewers in his letter: “XXX” (Exhibit 8.11). It
demonstrates that Dr. X has met this rigorous criterion.
3. Dr. X has been invited by journal editors who are top scientists;
which demonstrates the substantial international impact of his review
services. Many editors who repeatedly invited Dr. X to review manuscripts
are internationally respected experts in the field. For example,
• Professor XXX, who invited Dr. X to review a submission to XXX,
is a Fellow of American Physical Society and a member of the National
Academy of Sciences (Exhibit 8.12).
• Professor XXX, who invited Dr. X to review a submission to XXX,
is a Fellow of American Physical Society and a Fellow of American
Association for the Advancement of Sciences (Exhibit 8.13).
• Professor XXX, who invited Dr. X to review a submission to XXX,
is a Fellow of American Physical Society, a Fellow of the American Academy
of Arts and Sciences, and a member of the National Academy of Sciences (
Exhibit 8.14).
4. Dr. X’s input has contributed to maintaining the high quality and
improving the impact of those journals. The participation of dedicated
reviewers, such as Dr. X, in evaluating the significance and appropriateness
of manuscripts is, to a major extent, responsible for the preeminent
standing of the peer-reviewed international journals.
In addition to review of research paper manuscripts, Dr. X reviewed the
National Science Foundation grant proposal upon invitation.
The National Science Foundation (NSF) is the premier Federal agency
supporting basic research at the frontiers of discovery, across all fields
of fundamental science and engineering at all levels. Research supported by
NSF, selected through competitive, merit-based review, has fueled many
important innovations, stimulating economic growth and improving quality of
life and health for all Americans. (Exhibit 8.15)
As a demonstration, the success of NSF process is reflected by the number of
Nobel laureates who have received NSF supported at some point in their
careers, including 56 in Physics, 50 in Chemistry, 42 in Medicine, 43 in
Economics (Exhibit 8.16).
Dr. X was invited to review a NSF research grant by Professor XXX in 2010.
The selection of the NSF reviewers is serious and rigorous. Only the top
researchers in their fields with sustained national and international
acclaim and recognition will be selected. Professor XXX explained the reason
inviting Dr. X as a reviewer in his recommendation letter:

In summary, Dr. X’s remarkable record of being invited for 21 times by
10 prestigious journals in his field and related research, including the top
journals in the area of XXX, to review other scientists’ work and decide
whether they qualify for publication, together with the fact that Dr. X has
reviewed the NSF grant proposal upon invitation, prove the fact that Dr. X
has won sustained international acclaim as an alien with extraordinary
ability in the research field of XXX. The evidences meet the requirement of
8 C.F.R. §204.5(h)(3)(iv), which requires the alien's participation as a
judge of the work of others in the same or an allied field of specification
for which classification is sought.
V. DR. X SEEKS TO CONTINUE HIS RESEARCH IN THE U.S. HIS CONTINUOUS STAY
IN THE U.S. WILL SUBSTANTIALLY BENEFIT THE UNITED STATES.
Dr. X has accepted the offer of XXX at XXX (Exhibit 2.3). He is conducting
XXXX. Dr. X utilizes in this position many of the same skills that he has
honed over the course of his professional career, advances of which will
fuel the national economy and the global energy needs in the 21st century,
and specifically in novel application of XXX.
As Professor XXX pointed out in his recommendation letter:

VI. FINAL MERIT DETERMINATION AND CONCLUSION
To summarize, Dr. X’s status as an alien of extraordinary ability in XXX
research has been supported by strong evidences including:
VI.1. Dr. X has made original contributions of major significance to XXX.
As presented above, Dr. X has significant contributions that have
substantially impacted his field. Specifically, Dr. X has made original
contributions of major significance, including that XXX. His fundamental
scientific research is also of significant importance for the applications
in new technology development, including XXX and XXX.
Not only do Dr. X’s original contributions meet the criteria, but he also
reach a level of expertise indicating that he is among top small percentage
of peer researchers in his field. For example,
• Dr. X has published 25 high-quality articles in top journals with
~500 citations. For comparison, the highest citations per faculty over 375
universities is 201 in XXX and 188 in XXX (Exhibit 5.13), according to the
“Top Research Universities Faculty Scholarly Productivity Index” in year
2007 published by The Chronicle of Higher Education (Exhibit 6.19).
Furthermore, Dr. X’s average citations number per article, 20 times, is
also far above that of 9 in XXX and 7 in XXX received by his peer scientists
, according to Thomson Reuters’ indicator database from year 2000 to year
2010 (Exhibit 5.14).
• Dr. X’s scholarly articles have been accorded a high “quality
rank” by ISI Web of Sciences. Over the period of 2001-2010, XXX scholarly
articles were published on the topic of “XXX”. Out of those XXX articles,
the citation of Dr. X’s work published in XXX was ranked No. XX (Top 3%) in
the world for the highest quality publications (Exhibit 5.12).
VI.2. Dr. X has authored 25 professional articles in top professional
journals internationally, including Science. He has received sustained
international acclaims. The scientists who have been citing Dr. X’s
research contributions are from more than 20 countries and territories,
which are distributed in North America, Asia, Europe, Australia and South
America (Figure 1 and Exhibit 5.2). Many of them are also published on high-
impact journals, including Nature and Science (Exhibits 5.4 to 5.9). Yearly
citation of Dr. X’s articles increases continuously (Figure 2).
VI.3. Dr. X has reviewed 21 research article manuscripts upon invitations by
10 prestigious journals and 1 National Science Foundation grant proposal in
his field, to judge other researchers’ works submitted for publication/
research funding application, upon invitations from journal editors/program
managers who are internationally respected experts in his field (Exhibits 8.
1 to 8.14).
In conclusion, Dr. X’s sustained international acclaim in XXX research is
evidenced by the strong recommendations from top experts in the field (
Exhibit 1); and also evidenced by his 25 journal publications, 2 book
chapters, 11 conference proceedings (Exhibit 3), and over 30 conference
presentations and invited talks (Exhibits 4, 7.22 to 7.25); ~500 citations
by researchers worldwide (Exhibit 5); plus review of 21 research paper
manuscripts upon invitations from 10 international journals (Exhibit 8). Dr
. X will continue XXX at XXX. His continuous stay in the United States will
substantially benefit this country.
We therefore respectfully request that you consider this petition and the
evidence submitted herewith, and upon consideration, that you approve Dr. X
’s petition under the Section 203(b)(1)(A) of the Immigration and
Nationality Act as an alien of extraordinary ability.
