BACKGROUND: 船舶工程美国PHD;PHD毕业后在一家中小型船厂做SENIOR NAVAL
ARCHITECT，为此船厂设计了一个浮船坞，并用此浮船坞将该厂建造的美国历史上最大
豪华游艇送下水。
IO承认了我的浮船坞及LAUNCH豪华游艇的 CONTRIBUTIONS，但没认我由此CLAIM的在该
厂Performing a Critical Role, 让提交证据，RFE信上这样写的：
To assist in derterming that the beneficiary has performed in a leading or
critical role for xxx shipyards, the petitioner may submit:
Letters from current or former employer(s) or trainer(s) with personal
knowledge of the significance of the beneficiary's leading or critical role:
1, the letters should contain detailed and probative information that
specially addresses how the beneficiary's role for the organization is or
was leading or critical. Details should include the specific tasks or
accomplishments of the beneficiary as compared to others who are employed in
similar pursuits within the field of endeavor; and
2, The letters should include the name, address,and title of the writer.
工科实在不好在CITATION和REVIEW上比，又是“三无”人员，幸运被船厂OWNER兼
PRESIDENT重用，才得以CLAIM三条。在本版潜水三余月，也没见有走Critical Role的
，无奈当回“出头鸟”！
我的求助问题是：
1）这个Letter from employer是不是指现任的能代表船厂的高级管理人员写的信，比
如已跳槽的工程部MANAGER写是不是不行？HR头写，行不行？
2）其实我附有OWNER兼PRESIDENT的这样的推荐信，IO应该是没时间而漏看。因他的信
还兼顾我的CONTRIBUTION,没有与同行比较（compared to others who are employed
in similar pursuits），可不可以重提交一封他的针对以上内容的LETTER OF SUPPORT?

salt.
It's better to be written by a person in your current company, best yet
by your bosses, direct or indirect. The higher rank the boss, the more
convincing your critical role.
The manager who has left your company does not seem to be convincing,
even less so is the HR.
If you could get two or more letters, then you could probably include
the one from that manager who has left your company to prove your
historical contribution, but it alone is not enough, IMHO.
It often happens that an RFE is issued in the last minute for a PP case,
when they don't have enough time to look into the portfolios.
Given your timeline: RD 6/23, RFE 7/6, your case might be one of those,
so you don't need to worry too much about this RFE. If you could answer
it properly, there's a good chance of approval.
SUPPORT?
For other RFEs with the typical three claims, people often submit
"independent" letters from "new" references.
Enriching the old letter sounds a bit unconvincing since if the
reference could say more, why didn't he say it earlier?
In your case, your critical role is best evidenced by your bosses, or
maybe some major clients, so the new references are not independent, and
they are rightly so. You may emphasize the old letter in the RFE, but
try to get two or more new letters from another boss or another major
client. Another boss's letter from within you company is the most
important one.
The RFE instructions are very clear IMHO, and you may want to write
about the tasks you've accomplished with enough details and show that
you in the top of your field with comparison.
One last tip: as I saw on this board, the RFE may not be reviewed by the
same officer who issued your RFE, and hence you need to re-package your
whole RFE response even more glamorously, with to-the-point responses,
and restating all your claims with evidences. It's like re-writing the
PL.

SUPPORT?
I thought again about from whom you could get more letters, given that your
old letter is from the president of your company.
You may get a new letter from him again, since he's still the best candidate
to support your claim.
Apart from that, is there some organization in the industry of your company
that governs or chooses proposals from competing companies? If you could get
a letter from the management of that organization to say that your company
is the best of that industry, and your role in your company is indispensable
with details of the tasks you've done, then that may be a good option.
Also, if you could get a lower-ranked boss's letter, but s/he knows your
work very well, so s/he could write all the details about your work, that
might be an option as well.
Another option might be from some other departments in your company who have
used your work in some way. They can say that "If without your work, their
task can not continue." That makes your work sound critical, right?

All your suggestions are reasonable. The Engineering Manager was my boss,
then he jumped, the President became my direct boss. I will contact the
President and the Project Manager to see if I can two more letters.

，如果能说明你是项目领头人，手下supervise多少人，你的职责是什么，具体做了哪
些别人不能代替的工作。强调一下没有grantqi屠夫，就要吃混毛猪，我看就差
