There may be a limited number of I-485 approvals between now and October 1
but such approvals are based not on changes in the availability of visa
numbers, but due to the fact that some I-485 cases have had their visa
number already requested, authorized and allocated under the FY2011 limit.

发帖数: 1022 | 12 of course you can submit 485, nobody say you should not, just no more visa
number will be given out until Oct 1 the new fical year starts.
You should submit 485 if it is ready, processing is normal as usual, if
everything is processed USCIS just have to wait state department to issue
new visa number (For EB1)starts in Oct 1st. every year is like this. If you
work in the immigration law field, you will get used to this.

1st. the gap is normally around two weeks which is nothing, because your
USCIS 485 processing time is way way longer than two weeks=)
Basically you can ignore this news, if you are on track to submit your 485
