--- No. For concurrently filing, you can file both forms at the same time,
or send 485 when 140 is still pending.

Strict concurrent filing means that you put both 140 and 485 documents
in the same envelope to mail out.
However, for some people who submit 140 by lawyers, they may not want
the lawyers to handle their 485 in case extra fee will occur, so they
wait for a few days to get the 140's receipt notice and then immediately
file 485 themselves. This is a less strict concurrent filing.
This less strict concurrent filing, in nature, is the same as later
submission of 485, either before or after 140 approval.
Whether 140 is approved or not is traceable in USCIS system, and you
don't need to inform them separately if you submit 485 before 140
approval. If you submit 485 after 140 approval, it's better to attach
the 140 approval notice to save them some time.
Timing-wise, I think that "140+PP with 485 later" is similar to the case
of concurrent 140+485, with PP or not; well, some IDs think that
140+485+PP might be the fastest, so I don't know for sure.
Personally, I used PP without filing 485, as I wanted to be sure of its
approval before I submitted 485.
