被RFE证明自己outstanding, 是不是可以拿来回复IO？
不知道这个memorandom是什么样子的， 是否现在还适用，欢迎补充。

Q18: Is there any evidence that would present a strong case that the
professor or researcher is considered outstanding?
A: In a June 1992 memorandum on the subject, the former INS indicated that
the following evidence would present a strong case that the professor or
researcher is considered outstanding:
a) Peer-reviewed presentations at academic symposia;
b) peer-reviewed articles in scholarly journals;
c) testimony from other scholars on the alien beneficiary's contribution
to the field;
d) a number of entries in a citation index citing the alien beneficiary'
s work as authoritative; or
e) Participation by the alien beneficiary as a reviewer for a peer-
