或者是触发了某种bc。非党员，不是大俗名，经历简单，国内本科，美国读博，去年毕
业就开始工作。
回复大致如下：
1. USCIS records indicate that an element of the background check process
has been initiated in this case, and it is not yet complete.
2. After clearance is received, the A-File may be referred to an
administrative review. This review will confirm the appropriate placement of
XXX's case in the processing queue from which it may be assigned to an
officer for adjudication at the NSC.
3. You may follow up after approximately 60-90 days from the date of this
email.
想问一下这看起来是常规的bc pending吗？为什么clearance之后还要administrative
review，然后才能assign to officer？谢谢！
