HR 1044 stands a better chance of passing in Congress as Lofgran is the
chair and Buck, a ranking member of the House Judiciary Subcommittee on
Immigration and Citizenship, putting them in a position to get the bill
moving.
The problem point may still be Sen. Charles Grassley (R-Iowa), who has
blocked prior versions of the bill because of concerns about the H-1B
program itself.
HR 1044 has new clauses to fix the amount of Green Cards for countries other
than Indian and China. This has been done to avoid any objections in
congress based on the fear that all GCs will be taken solely by Indian and
Chinese H1B workers.
It also addresses American Hospital association and America Iranian council
fears of giving GC only to two countries for decades to come.
Changes in HR 1044
HR 392 did not pass the last congress voting due to the concerns raised by
many that it will un-fairly incline the Green Card distribution in favor of
two highly backlogged countries at this time i.e. India and China.
To address the concerns raised by non-backlogged countries and protect their
Green card availability, new provisions have been added to HR 1044.
If passed, the number of green cards issued will be restricted as:
Fiscal year 2020 will have at-least 15% of Green Cards for non Indian and
Chinese people.
Fiscal year 2021 will have at-least 10% of Green Cards for non Indian and
Chinese people.
Fiscal year 2022 will have at-least 10% of Green Cards for non Indian and
Chinese people.
Per country RESERVED Green card limit will be set to 25% of total GCs.
Per country UN-RESERVED Green card limit will be set to 85% for fiscal years
2020, 2021, 2022. Starting 2023, there will be no restrictions.
“Do no Harm” clause in HR 1044 – Anyone with an approved I-140 is
guaranteed to receive Green card earlier than the person without approved
I-140 at this time.
The Transition period (including the “Do no harm” provision) now applies
to EB-5 Visas also.
These changes would address any concerns raised by American Hospital
Association or American Iranian Council earlier in HR 392 |

如果我们中国人有超过25%的人有资格拿卡，那么必须至少分给我们25%？

我在好奇，现状这样是因为印度国内没有中国发展的好，吸收海归比较少？还是因为印
度人先知先觉，大规模移民的时间比中国知识分子早？以至于印度人需要感慨怎么没有

期，估计没有什么有排队经验的人，所以row对取消国别限制最关心的是未来一两年有
