This is true. I was planning to introduce another rule "if you pay
down your debt, also earn 4% cash back", but then I thought there
is a chance for smarta$$s to abuse the system -- borrowing money to
pay debt. Anyway to avoid that?

it will help some. apparently too slow for banks.
my plan:
1) let's banks or investment banks die.
2) except gov honer all international debt and obligations, honor FDIC.
3) support new banks from new investors. |

4) Introduce a new "K104" plan: if you have a negative networth
and voluntarily garnish your salary to pay your debt directly,
that portion will earn you 4% tax return. Attach form 9998 to
your tax return, stating your total debt, and total asset. (any
false information will results in up to 250 years in jail.)
