这个律师很有经验，去年说adv要抽签，以及后来OPT延期几次政策变化都更新的很快。
还有在murthy forum 看到的帖子：今年ICC不能用未来的contract职位来file H1b了。
每个H1b都必须有现有contract职位。所以ICC今年file的很少。

Lately, I have been doing some data investigation to get a good estimate for
Master's Quota filing FY2010. After revieiwng ICE, NAFSA and other
government webpages, it seems like there are currently around 70k students
on OPT (both Undergrad and Master's). The ratio of enrolled student for Bach
vs. Master's is around 50:50 per these sites. Which makes the master's
