It is talking about transfer or change to cap H1 while there is waiting for
Oct 1st H1 cap start date. You can work during H1 pending when "cap-gap",
but now it has past Oct 1st and cap-gap no longer exists. What is cap-gap
extension? It's work authorization specific to the gap before new years of
cap, hence "gap" and "cap".
