Yes, the LCA needs to be filed and approved before submitting the H-1B. I
can confirm that we do already have an approved LCA for your case. Due to
the high volume of H-1B CAP cases, we use "Multi-Slot" LCA's, which allow
multiple people being sponsored for the same position and location to share
the same LCA. We do not update each individual's record to reflect the
filing of the Multi-Slot LCA, so it is normal that you do not see this
milestone information.
In the future, when we file an H-1B Extension on your behalf, we would use
an individual LCA and you would see the LCA updates in your record.
