, for example, ranked high because it outsourced many work to India. Since
there are cheaper labors in India, who would it ever want to spend more
money to hire some PhD in U.S.?

Sughrue is ranked high because it translates and then files lots of Japanese
patents in US, not because of outsourcing. |
