If I pay the second bill before the end of Y2010, can I deduct it from the
Y2010 tax return? Or I still need to deduct it from Y2011 tax return,
although I pay it in Y2010.

Further questions. If I paid the second bill before the end of Y2010, I have
two choices:
1) deduct it from Y2010 tax return
2) deduct it from Y2011 tax return
Both of above are OK, correct?

Deduct it from Y2010 tax return, if you paid 2 installments in 2010.
Since individual taxpayer is calendar year/cash basis.
