马州蒙郡的洛克维尔高中(Rockville HS),近日发生一起14岁女学生于上课时间,在厕
所遭两名男同学强暴的悲剧。其中一名涉案人正面临递解出境(alien removal pending
)程序,而因罪行严重,两人均以成人标准被控一级强暴和一级性侵犯罪,且不得保释
。该案恰逢蒙郡乃至马州为庇护法案争论激烈之际,更引发民众担忧公校安全。
蒙郡警方表示,3月16日上午9时左右,洛克维尔高中九年级学生、18岁的桑切斯(Henry
Sanchez)和17岁的蒙塔诺(Jose Montano),在学校某走廊尾随受害人并提出性要求。
要求被拒后,两人强迫受害人来到男厕所并对其施暴。受害人尝试拖在洗手池处未果,
被两人拖进马桶间惨遭蹂躏。据警方报告,期间受害人一直在反抗、尖叫、勒令两人停
止,而桑切斯是听到马桶间外的声响后逃跑,蒙塔诺则用手捂住受害人的嘴、防止她发
出声音。
蒙郡助理检察官丽贝卡‧麦克维提(Rebecca MacVittie)日前在庭上指出,由于蒙
塔诺和桑切斯罪行严重,且两人数月前才分别从萨尔瓦多和危地马拉来美,存在逃逸风
险;同时,联邦移民及海关执法局(ICE)已对桑切斯发出移民拘留令(immigration
detainer),他正等待递解出境程序。
因此,地方法官伍尔夫(Eugene Wolfe)下令两人在下次庭审前不得保释。蒙塔诺将于3
月31日初审,桑切斯则为4月14日。尽管蒙塔诺被按照成人标准控罪,但因其未成年,
警方并未公布他的照片。
蒙郡公校系统(MCPS)在案发后,向所有家长发信表示,为学生保证安全、欢迎的学习环

Dear MCPS Community:
Montgomery County Public Schools has a longstanding and unwavering
commitment to the principles of respect and equity. It is on these
principles that we ask our students to take a stand against hate, bias and
divisiveness.
It should come as no surprise that Montgomery County is not immune to bias,
prejudice and hate. It is also no secret that hate-based incidents are on
the rise across the country. The Montgomery County Police Department
recently reported that it has seen an increase in hate crimes during the
past several months, some of which have affected our school communities.
Combating the divisiveness and hate that have emerged in our county and
country is the responsibility of every community member, including students.
The work of a fourth grade class at Stedwick Elementary School is a perfect
example of what students can do. These students addressed bias and
stereotyping head-on—first in their poetry and then in the video, The Lie.
Their work has inspired me and so many others across our community. I
believe more inspiration is needed as we speak out against hate.
That is why today, Montgomery County Public Schools, in partnership with the
Faith Community Advisory Council, the Montgomery County Office of Human
Rights, the Montgomery County Human Rights Commission and the Committee on
Hate Violence, has launched the contest, United We Learn: Combating Hate
through the Arts.
The goal of this contest is to provide students with a creative, structured
opportunity to explore issues of bias and prejudice; help them learn about
the values of respect, diversity and civility; and empower them to take a
stand against hate.
The contest, which runs through April 21, 2017, is open to students across
all grade levels. Submissions will be judged by level (elementary, middle
and high) and in multiple categories—the written word, performance, visual
art or multimedia. To encourage collaboration, entries must be submitted by
groups of two students or more.
The winners of the contest will have their works published, printed and/or
broadcast through MCPS media platforms. Winners also will receive other
prizes, which will be announced at the end of the contest.
Parents, please encourage your children to engage a friend, enter this
contest and inspire others to celebrate diversity and combat hate.

Dear MCPS Community:
As you may have heard or read, a serious incident occurred at Rockville High
School on March 16, 2017. While I can’t share many details because it is
an ongoing police investigation, I can share that the incident involves
allegations of rape and the arrest of two students.
The allegations presented in the charging documents are horrible and
unacceptable. They do not represent the positive values of our students and
school communities. Our thoughts are with the student who reported the
incident and her family. Montgomery County Public Schools (MCPS) is
committed to supporting them through these difficult times.
Please know that our school staff immediately contacted the Montgomery
County Police Department (MCPD) once they were informed about the alleged
sexual assault. MCPS continues to fully cooperate with MCPD and the
Montgomery County State’s Attorney’s Office on this matter.
While I know this tragic incident has become part of a national political
debate, I want to remind community members that the lives of real students
have been forever affected. While many have chosen to engage civilly in the
conversation, far too many have crossed the line with racist, xenophobic
calls and emails. MCPS is working with law enforcement to identify those who
are making threats toward our students and schools. This behavior will not
be tolerated in our community.
Rockville High School staff, with the support of the MCPS administration,
are working closely with their community to heal after this tragedy. Tuesday
night, the Rockville High School Parent Teacher Student Association held a
meeting where police and school representatives provided an update on the
investigation, school security and MCPS policies. The community used this
opportunity to express their concerns and ask questions of the principal,
law enforcement and MCPS staff.

In addition to the questions we heard last night, we have received many
questions from community members seeking to learn more about our policies.
To help answer these questions we have created a web page that includes
information and resources about our system policies; frequently asked
questions and more. We will continue to update the page as more information
becomes available.
MCPS is committed to the safety and security of our students and schools. In
the coming days, we will share more about our efforts to ensure the safety
of every student in our 204 schools.

A Message from Montgomery County Public Schools
Our Commitment to School Safety
Dear MCPS Community,
The recent tragic incident at Rockville High School has caused all of us to
stop and reflect on our work to ensure the safety and security of our
students. While MCPS has a robust security system that includes thousands of
cameras in schools, school- and central office-based security personnel,
engaged teachers and administrators, and a partnership with the Montgomery
County Police Department, we must always consider opportunities to improve
school safety.
With this in mind, I want to share with you the steps we are taking to
review our school safety and security protocols. In collaboration with
school administrators and other departments, the Department of School Safety
and Security will be conducting security reviews at all schools, beginning
with high schools in early April.
As part of the review, we will examine security procedures already in place
to determine the appropriate next steps for individual schools. The
assessments will focus on the following areas:
Utilization of school security personnel and other staff
Resource allocation and management
Facilities enhancements to restrict or limit access to more isolated areas
of school buildings and grounds
Technology infrastructure, including security cameras, and their use
Procedures for managing students outside the classroom
Protocols for responding to allegations of student-to-student sexual
harassment or assault
Following the review, we will work closely with each school on next steps,
including strengthening security procedures where needed. As a part of this
process, we will be benchmarking best practices with other school districts
and youth-serving organizations.
Even as we begin our systemwide security review, my thoughts continue to be
with the victim and Rockville High School community as they heal in the wake
of this tragic incident. I am so proud of the students and staff at that
school who have come together to support the victim and one another. They
are truly “Rockville Strong.” I thank all of the community members who
have supported our schools in this difficult time.
