For example, if a program requires 3 LORs,but I submitted 4 LORs, will some
programs only ready the first 3 LORs if there is an order?

I was told that most programs read all four letters. Some “lazy” PDs may
only read two or three. The sequence is hard to predict. If you really worry about this, just send in three strongest letters.
