eligible.
Those who take board exams and pass the exams are board certified.
Once board certified you can bill more to insurance company for patients you
see or you can get a raise from your employer.
Some specialties only ask for written part for board certification, some
even ask for Oral Part.

I have another question about board eligible. Since "Any one successfully
graduated from an accredited residency program is board
eligible." So if I had the experience of residence in China, but I didnot
take board exam in US, am I eligibel for board eligible?
